Management and Program Analyst, GS 9 - 11
The candidate will be responsible for planning, developing or assisting with planning management through briefings, presentations and conferences for supervisors and high-level and executive management. Implementing and monitoring management information systems that focus on long and short range plans, policies and programs in the direction of goals, objectives and priorities. Coordinating or assisting in the coordination of activities to sub-office support staff, and providing analytical support on problem definitions, planning methodologies, policies, and procedures. Providing technical assistance and support services to management relating to the application of planning systems and management programs to meet mission requirements. Implementing, coordinating, and/or overseeing a variety of complex management programs impacting agency activities. Traveling is required.

Qualification and Experience

Qualifications: For GS-9: Must possess 1+ year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Recommending creation and changes in internal guidelines Interpreting and adapting existing procedures and guidance Assisting policy makers in developing, evaluating, analyzing and interpreting policies to resolve problems. Developing detailed plans, goals, and objectives for the short and long-range implementation of programs. For GS-11: Must possess 1+ year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting studies of clerical work processes to identify, analyze, and recommend solutions to problems in organizational structure. Interpreting written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; Organizing work, setting priorities, and determining resource requirements and monitoring progress; Coordinating with other organizations or parts of the organization to accomplish goals. Education Substitution: For GS-9: Must have successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a J.D. or LL.B. degree may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. For GS-11: Should have successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in an accredited college or university, may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of fulltime graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.
