Administrative Officer, GS 11 - 12 Duties : The Administrative Officer (AO) for Quality Management (QM) Service will serve in various capacities under the direction of the Chief, QM. Specifically, the AO for QM will oversee the health care system's Credentialing and Privileging Program, supervise the Medical Staff Office employees and the QM Administrative Support Assistant. In addition, fulfill the role of directives coordinator by tracking, managing and facilitating approval of the medical center's policies and charters. Managing council agendas, minutes and reporting schedules. Responsible for coordination of the Medical Executive Council (MEC) and the Quality Executive Council (QEC). Develop best practices and implement new procedures. Assist with developing and ensuring quality processes. Provides programmatic and administrative oversight to each section of QM, including but not limited to: Accreditation, Case Management, Credentialing and Privileging, Infection Control, Patient Safety, Quality Review, Risk Management, and Utilization. Gathers information, identify and analyze issues. Facilitates innovative application of best practices and quality management methods.

Qualification and Experience

Qualification : GS-11: Must have 1+ year specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: acts as a liaison with the human resources office concerning personnel-related matters in a healthcare setting; provides budget and financial management for the service in a healthcare setting; provides personnel administration and administrative management in a large, complex healthcare setting; uses computer applications such as word processing, desktop publishing, spreadsheets, and database management for the execution and completion of administrative projects, reports, and official business in a healthcare setting.
OR
Graduate Education: Must have 3 full academic years of progressively higher level graduate education or Ph.D or equivalent doctoral degree or LL.M. in related field. (Required transcripts).
OR
May also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education have earned (when substituting, cannot use the first 60 semester hours earned). Then identify the percentage of required experience possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50%% of the required experience) would equal 100% of the required experience for the position.

GS-12: Must have 1+ year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position must have served 52 weeks at the GS-09. For a GS-12 position must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows time-in-grade eligibility must be submitted with application materials.
