Staff Attorney II
Duties: Researches, analyzes, and prepares a variety of legal documents including contracts, pleadings, opinions, and briefs; Prepares complex legal documents including motions, complaints, responses, pleadings, and interrogatories for litigation purposes; Provides contract assistance to staff by preparing, reviewing, modifying and approving legal contracts and related agreements; Appears before courts and administrative tribunals to represent agency’s interests; May work with outside agencies, law firms, and individuals regarding agency business; Reviews and researches legal questions, statutes, regulations, and pending and current legislation; evaluates impact on agency operations; Investigates claims made against; researches case law and prepares responses; May represent in labor arbitration proceedings.

Qualification and Experience

Qualifications: Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to possession of a JD Degree from an accredited law school and 1 year of professional legal experience in a public agency or private law firm. Membership in the California State Bar, or the ability to become a member within six months of appointment, is also required. Knowledge of: Federal, state, and local laws and regulations pertaining to public agencies; Modern complex legal principles, practices, and procedures of contract, labor, civil and administrative law; Organization, duties, powers, and authority of the agency; Methods and techniques of legal research; Established precedents and sources of legal reference applicable to agency operations; State and federal court procedures; General statutory and case law applicable to public agencies. Ability to: Analyze complex legal problems and apply legal principles and practices; Prepare and present legal materials in a clear and concise manner, both verbally and in writing; Present legal arguments clearly, persuasively, and logically; Negotiate and draft contracts and agreements; Interpret and apply laws, rules, policies, contracts, and guidelines related to affairs; Conduct legal research; Establish and maintain effective professional relationships with agency personnel and other attorneys, as well as with local officials and the general public.
