Budget Analyst - GS 9 – 12 The candidate computes rates of receipts, obligations and expenditures of funds to avoid over-distribution of program authorizations and provide guidance or corrective measures. Evaluates the effectiveness of changes to the budget and programs and by validating obligations, expenditures, reimbursable orders, requests for allotments, etc. by examining accounting records. Consolidate budget submissions by reviewing, analyzing, editing, and identifying budget requirements, short-fall and trade-offs and prepares appropriate supporting documentation.

Qualification and Experience

The candidate should have following qualifications
Specialized Experience: At the GS-09 grade level, 1 year of specialized experience which includes: Assisting with budget execution by ensuring obligations and expenditures are submitted/ processed within regulatory time constraints; Assisting in preparing financial reports by gathering documents of receipts, disbursement and budget execution; Interpreting budget/financial regulations and program operations to provide guidance to management and area of responsibilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting Business Administration and Financial Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Specialized Experience: At the GS-11 grade level, 1 year of specialized experience which includes: Analyzing fund utilization to ensure proper budget execution; Compiling, consolidating and reviewing financial data to develop budget estimates; Interpreting budget/financial regulations and program operations to resolve budget discrepancies and to provide guidance to management and area of responsibilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration and Financial Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
Specialized Experience: At the GS-12 grade level, 1 year of specialized experience which includes: Analyzing budget estimates utilizing automated financial systems (such as General Fund enterprise Business Systems (GFEBS) or Army Standard Financial system (STANFINS) to evaluate budget execution and make recommendations; Preparing financial reports to provide the status of receipts, disbursement and administering of funds; Interpreting budget/financial regulations and program operations to resolve shortfalls and tradeoffs and to provide guidance to management and area of responsibilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For the GS-09 grade level: Time in Grade Requirement: The candidate who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-07
For the GS-11 grade level: Time in Grade Requirement: The candidate who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09
For the GS-12 grade level: Time in Grade Requirement: The candidate who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-12.
