Administrative Officer, GS 9 The candidate: Provides advice for management officials on a full range of administrative management and business office operations to include Eligibility, Patient Funds, Travel, Non-VA Care Coordination, Medical Records, and Veterans Equitable Resource Allocation (VERA);Performs program reviews, makes recommendations and prepares draft changes of policies and procedures; Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations and position management; Conducts analysis of operational work flows and makes recommendations for improvements in processes and technology; Participates in the analysis and interpretation of workload and the data used in resource planning; Serves as the Budget and financial advisor within the service; Maintains budget control records and assures that funds are used in accordance with the operating budget; Tracks VERA performance and forecasts future VERA allocations based on patient care trends; and Sets up and maintains systems to control purchasing and use of supplies. Traveling is required.

Qualification and Experience

The candidate must have the following qualifications:
Specialized Experience: Must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: identifies and cross checks the agreements, accuracy, and completeness of budget estimates; leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations and position management;administers human resources, space and equipment utilization programs; reviews financial records to assure accuracy and compliance; serves as the Budget and financial advisor within the service; participates in the analysis and interpretation of workload and the data used in resource planning; conducts analysis of operational work flows and makes recommendations for improvements in processes; and sets up and maintains systems to control purchasing and use of supplies. OR,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field that will equip the applicant with the knowledge, skills, and abilities necessary to do the work of this position.

Combination: Applicants may also combine education and experience to qualify at this level.
