ProfileExecutive Project Manager The candidate reporting to the Vice President of Project Management, will provide leadership, management and oversight of staff responsible for executing company’s capital construction projects. The selected candidate will ensure the safe delivery of quality capital projects on time and within budget; establish goals; monitor production; report progress against the agency’s annual plan; take corrective action when necessary; communicate with executive staff; make presentations and prepare reports as required. Direct activities and monitor performance of Senior Project Managers and their project management teams of approximately 60 staff, who execute all phases of multiple, City-wide construction projects. Oversee active construction projects to ensure are progressing efficiently, effectively and within budget. Develop and implement schedule milestones, project controls and performance indicators for managing projects. Determine corrective action for projects identified with cost, schedule, scope, quality, safety, integrity or other issues. Review and recommend approval of contract awards, partial payments, change orders, reduction in retainage, final payments, schedule rebaselining, and contract extensions. Assist in the establishment of the Capital Projects annual plan. Review and approve reports on status of projects with key performance indicators that highlight potential problem projects. In collaboration with peers, develop and implement project and program management guidelines and initiatives. Approve Project Management Plans. Instill and maintain customer-service/partnerships with internal and external stakeholders. Coordinate with Design Department to ensure that Building Standards are updated based on technical field experience and lessons learned. Provide key support in areas such as: planning and budgeting, data integrity, policies and procedures, human resource, logistics of equipment and vehicles, and procurement of architects/engineers, construction contractors, and construction managers. Prepare and conduct presentations for Vice President, Executive Department, elected officials and community groups as required/requested. Candidates with permanent civil service status in the titles of Administrative Engineer and Administrative Staff Analyst will also be considered.
Qualification and Experience
The candidate should have Baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and 5 years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, 2 years of which must have been in an administrative, managerial, executive or supervisory capacity; or A four year high school diploma or its educational equivalent and 9 years of experience as described in above; 2 years of which must have been in an administrative, managerial, executive or supervisory capacity; or Education and/or experience equivalent to above. An accredited Master's degree in one of the disciplines described in above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for 1 year of the required experience. However, all candidates must have the 2 years of the administrative, managerial, executive or supervisory experience as described in above. 10+ years of experience in project management is preferred. Exceptional leadership abilities is desired. Experience mentoring others, developing individual’s skills, and encouraging collaboration and cohesive teamwork is desired.
