Assoc Dir, Contracts:Program Area Directorate Lead
The candidate will provide support to senior management regarding contractual and business issues. Professionally represent RMD on contractual transactions and develop customer engagement strategies. Lead AS Contracts team in achieving programmatic/financial goals. Seek innovative contracting approaches to shape competitive positioning, formulate company bid and execution strategies, and find mutually beneficial customer/RMD outcomes. Display strong interpersonal skills and the ability to work cross-functionally to shape viewpoints of key stakeholders and balance priorities in a fast-paced, dynamic environment. Use of business acumen and program knowledge to influence bid strategy, understand program performance, provide guidance, and effect outcomes to achieve program/financial goals. Provide guidance regarding contractual and business issues, advising of contractual rights/obligations as well as possible mitigation of contractual/program risks. Analysis of Request for Proposals (RFP), proposal reviews and coordination, estimate at completion (EAC) reviews, change management, support of program management and execution reviews, Terms and Conditions approvals, Intellectual Property and investment strategy development. Examine cost structure estimates of labor, material, performance/deliverable requirements, and schedules to ensure accuracy and completeness. Support IP monetization and licensing/teaming collaborations, support complex due diligence and integration efforts of RMD acquisitions, evaluate non-standard investments, and provide subject matter expertise for cooperative R&D within RMD. Typically requires Bachelor’s degree, preferably in Business, Finance or related field, and ten (10) years of prior relevant experience OR an Advanced degree and eight (8) years of relevant experience OR In absence of a degree, fourteen (14) years of relevant experience is required. Experience with US Government contracts/subcontracts. An active and in-scope Secret US security clearance. Active DOD Top Secret Clearance. Ability to identify and shape innovative defense capture opportunities. Working knowledge of FAR, DFARs, and commercial Terms and Conditions. Experience with proposal preparation, contract negotiation, and change management, Competitive Contracting, Other Transactions, Intellectual Property, and Collaborative Agreements. Demonstrated leadership, teambuilding, and people development skills. Ability to develop effective relationships with internal/external customers based on understanding and trust. Effective verbal and written communications skills. Strong work initiative and ability to adapt to new situations and ideas. Track record of achieving desired results. Excellent time management and organizational skills. Cross-cultural awareness and sensitivity. Master’s or Juris doctor Degree.
