Administrative Officer (DESL), GS 9 - 11 Duties : Serves as the Administrative Officer and reports directly to the Disability Evaluation Service Line (DESL) Chief. Responsible for developing, planning, coordinating and implementing administrative services for the Disability Evaluation Service Line. This includes , budget administration, workload and program data analysis, C&P/DES Program cost analysis, preparation of correspondence and reports, educating staff, and a complete understanding of the overall goals and objectives of DESL. Recommends solutions to local program problems, and plays an integral role in the acquisition of state-of-the-art technologies and software applications. Recommend changes to existing C&P policies, regulations and procedures, in order to improve the efficiency and effectiveness of information dissemination in all functional areas. Reviews and analyzes C&P reports, statistical data, survey evaluations, policies, and procedures in order to determine the efficacy, accuracy and validity of information requirements. Provide and develop billing and budget data for submission to Service Line Chief for fiscal calendar out-year(s). Develop and submit recommendations as to the priority of expenses considering the needs of the department. Prepare interim status reports: cumulative expenditures and balances, such as contract personnel 'burn rates', and funding status. Collaborate with the Chief of DESL regarding the responsibilities of planning and assigning work to be accomplished by clinical and administrative employees based on priorities, evaluates administrative work performance, counsels, gives advice or instruction to employees on both work and administrative matters with input from supervisors. Act in the Contracting Officer Representative role. A COR must be appointed for Architecture and Engineer, construction, hazmat contracts exceeding $25,000, all healthcare contracts for services, and multi-year service contracts. The Contracting Officer (CO) must delegate authority to the COR through an official delegation of authority letter which outlines the Responsibilities and duties of the COR. Perform other directly related duties as assigned.

Qualification and Experience

Qualification :
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. Must possess 52 weeks at the GS-07 level to meet time-in-grade restrictions for the GS-09. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. Must possess 52 weeks at the GS-09 level to meet time-in-grade restrictions for the GS-11.

Specialized Experience:
GS-9: Requires one (1) year specialized experience equivalent to at least the next lower grade level (GS-7) level in Federal Service. Is experience that equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform. Specialized experience for this position includes knowledge of health care management principles, practices, methods and techniques. Budget preparation, fiscal and personnel management, filing systems and storage of files and records.

GS-11: Requires one (1) year specialized experience equivalent to at least the next lower grade level (GS-9) level in Federal Service. Is experience that equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform. Specialized experience for this position includes knowledge of both the Compensation and Pension (C&P) examination system such as administrative laws, policies and regulations. Extensive knowledge and understanding of health care management principles, practices, methods and techniques. Strategic and tactical planning, budget preparation, methodologies for determining unit costs, public relations, systematic internal review, fiscal and personnel management, and integration of healthcare delivery systems.

GS-9: A Master's or equivalent degree related to the position to be filled, or 2 years of progressively higher graduate level education leading to such a degree or LL.B or J.D., if related. (Degree or course work should be in areas of business, finance, accounting, or a related field. You MUST submit transcripts.

GS-11: A PH.D or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M in an accredited college or university. (Degree or course work should be in areas of business, finance, accounting, or a related field. You MUST submit transcripts.

Combination of Experience and Education: A combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
