Senior Subcontracts Administrator The candidate will be primary responsible for helping to mature and lead the firm's subcontracting and procurement function in a growth-oriented, entrepreneurial environment, with emphases on compliance, operational efficiency, and customer service. Will provide procurement leadership support to program managers, business development personnel, senior leaders, and other corporate staff, with a focus on end-to-end service throughout the opportunity and contract lifecycles. Will interact with executives, subcontractors in a primarily Federal Government contracting environment. Will be responsible for hands-on subcontract administration from proposal support to close-out. Duties include : Review solicitations (e.g., RFPs, RFQs, RFIs,) to identify risks, recommend mitigation strategies, and ensure compliance with regulations. Assist in identifying terms and conditions and assumptions for business volumes and ensure proposal compliance with solicitations. Prepare and issue Request for Proposal to teaming partners verifying accuracy and completeness of the proposal package. Interface with Project Manager and Pricing Lead that all necessary data has been included. Review representations and certifications required by solicitations by teaming partners. Draft, submit and negotiate pre-award agreements (teaming and non-disclosure). Issue subcontract, vendor and consulting agreements, modifications as well as letters of intent and ad hoc agreements in compliance with federal regulations. Support contract closeout, including collection and verification of documentation from subcontractors. Assist with the development of subcontract templates. Plan and manage the subcontractor relationships and communication. Responsible for semi-annual Subcontract Reporting on all the Subcontracting Plans. Report to executive leadership the status of the company meeting subcontracting goals. Participate in special projects as required.

Qualification and Experience

The candidate should have BA/BS degree, JD or relevant MA/MS a plus (may substitute for some years of experience). Must have 7+ years of relevant experience in contracts management, including supporting large, complex proposals and negotiations. In-depth knowledge of legal and regulatory requirements related to proposal preparation, contract negotiation, and the FAR, DFAR, and other US government procurement regulations. Thorough understanding of the various contract types (e.g., FFP, T&M, LOE, CP). Solid working knowledge of Federal Supply Schedule and GWAC vehicles. Strong leadership, communication, interpersonal, and organizational skills. Established relationships with senior acquisition and regulatory leaders. Strong computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint). Familiarity with sales reporting and Industrial Funding Fee (IFF) payments, and Contractor Performance Assessment Report Systems (CPARS) evaluations a plus. During peak periods, assist the contracts team with contract administration functions.
