ProfileSenior Manager, Research Contracts The candidate will Manage the contracting team comprised of contracting professionals, negotiators, and administrators. Will Provide oversight of the negotiation and execution of firm research agreements including prime research awards and contracts, sub-awards, subcontracts, consultant agreements, clinical trial, and data use agreements. Determine appropriate contractual language and instruments for all agreements while ensuring contract flowdown and regulatory compliance with firm policies and procedures, federal rules and regulations, and sponsors guidelines, etc. Evaluate prime award documentations (proposals, scope of work, pricing, award terms and conditions) in order to recommend negotiation strategies to meet program needs. Create and implement structures that enables and enhances monitoring and tracking of regulatory and compliance issues as required by contractual agreements. Provide training and direction to staff on the implementation of contractual guidelines and policies. Work closely with firm Legal in the execution of highly complex, specialized agreements, and legal negations and disputes that require appropriate business, policy and legal review. Possess technical expertise and experience to identify, mitigate, and resolve complex contracting related risks and issues. Serve as subject matter and technical expert for all contracting related issues. Advise relevant staff, on appropriate contracting vehicles and language. Perform additional job related duties as required.
Qualification and Experience
The candidate must have Bachelor's degree in Public Administration, Business Administration or related field. 7+ years of directly related experience in grant, contract, and/or sub-award development, and 3+ years of related management experience is required. 10+ years of directly related experience in grant, contract, and/or sub-award development, and 5+ years related management experience is preferred. CRA or Paralegal Certificate is a plus. Juris Doctorate, OR Master's degree in Public Administration, Business Administration or related field is desired. Should have advanced knowledge and understanding of specific contracting requirements. Some experience with budget development and management is needed. Should have knowledge of pertinent federal and non-profit sponsor regulations including OMB Circulars, Agency Grants Policy Statements, Federal Acquisition Regulation, patent and copyright law, and cost-accounting standards. Knowledge of best practices regarding contract development, negotiation, processes and the use of technology to support process flow is required. Should have strong legal acumen in order to understand legal and contractual terminologies and specifications in agreements. Advanced written, verbal and interpersonal communications; advanced ability to deal with broad and diverse constituencies with advanced customer service orientation and skills are essential. Should have comprehensive knowledge of Microsoft office applications (Word, Excel, PowerPoint and Email).
