Court Administrator The candidate performs administrative management and non-judicial functions of the municipal court. Monitors and assists the presiding Judge in establishing court dockets, related activities for court operations, and supervises assigned staff. Selects, supervises, and evaluates assigned staff. Establishes work rules and performance standards, annual performance evaluations, and initiates and implements disciplinary actions as warranted. Provides for the training and motivation of subordinates in order to make full use of individual capabilities and to meet changing system demands. Manages and administers case management of criminal proceedings and court dockets. Sets court schedules for arraignments, trials and other court proceedings. Responsible for pre-trials and jury trial dockets. Supervises bond procedures. Maintains court records prescribed by law and consistent with effective management of the court. Oversees the preparation and processing of complaints, warrants, capiases, summons and subpoenas. Oversees the receipting, depositing and accounting of monies for fines, fees, and other court receipts and balances daily cash receipts. Coordinates and directs data entry operations and general accounting functions. Acts as liaison with the Municipal Court Judges, prosecutors, defendants, defense counsel, police personnel, code enforcement personnel and other levels of the criminal justice system. Monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned municipal court programs, service delivery methods and procedures. Develops, implements and ensures compliance with procedures governing court operations. Prepares all reports related to the Municipal Court operations. Enters and retrieves data in an accurate and efficient manner. Prepares monthly and quarterly reports. Presents information on court operations. Prepares and administers annual budget for the Municipal Court. Forecast funds for staffing needs, equipment, materials and office supplies. Monitor and approve expenditures. Presents budget information on court operations during budget preparations. Performs other related duties as assigned.
Qualification and Experience
The candidate should have Bachelor's degree in business management, paralegal studies, criminal justice, legal studies or a related field. Must have 2 years of full-time, paid progressively responsible experience in a Municipal Court - Level I Municipal Court Clerk Certification OR High school diploma or successful completion of the General Educational Development (GED) Test. Should have 8 years of full-time, paid progressively responsible experience in a Municipal Court. Level II Municipal Court Clerk Certification. Must have advanced experience or training in personal computer use with Microsoft Office software.
