Program Analyst, GS 11-13 Responsibilities: The candidate will utilize available computer equipment and data systems to maintain current Public Housing Authorities (PHA) data, track PHA performance trends and compliance issues, and generate appropriate work products. Develop analytical papers on programs, assessing performance and suggesting new policies and policy changes having nationwide impact. Develop appropriate strategies, tools, and procedures to address identified performance deficiencies arising from field office reviews of PHAs' information processing systems. Coordinate with the Information Services Division concerning the development and provision of training on new programs and updates; participates in the training of staff in recognizing deficiencies in PHA automated systems. Traveling is required.
Qualification and Experience
Qualifications: GS-13: Must have 1+ year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Conducting trend analysis of business processes; Negotiating and coordinating efforts with local or federal officials; Applying problem solving methods, trend analysis, and analytical techniques related to program deficiencies; Presenting findings and recommendations, both orally and in writing. GS-12: Must have 1+ year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Using data to analyze program and operational performance trends; Collecting and researching data for studies or evaluations of programs/operations; Preparing reports and recommendations for management consideration; Presenting findings and recommendations, both orally and in writing. Using spreadsheet and database systems to manage and analyze information from numerous reports and sources; Monitoring performance or compliance with established statutory, regulatory, or programmatic requirements; Presenting findings and recommendations, both orally and in writing. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.; in order to be qualifying, education must be in a related field. OR may qualify by a combination of successfully completed graduate level education and specialized experience. Deadline: 06/12/2019.
