Equal Employment Opportunity Specialist - GS 11 The candidate supports the EEO Program Manager and is responsible for assisting in the planning, development, implementation, evaluation, and monitoring of the affirmative action and equal employment opportunity programs in the SLVHCS. Because of the broad scope, depth, critical, and sensitive nature of EEO activities, careful attention to details and confidentiality are essential elements in this position. Major duties include: Exercising a high degree of judgment in analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment. Assisting the Office of Resolution Management and Administrative Judges with investigations and hearings. Assisting in managing the medical center's external program for processing Civil Rights Discrimination Complaints. Assisting with development and coordinating an Alternative Dispute Resolution(ADR) Program. Communicating with a diverse population internal to the Department of Veterans Affairs, with other federal agencies, and the general public. Establishing collaborative efforts with Human Resource Management staff to ensure efforts in recruitment, training, and career advancement of all employees is consistent with EEO goals and objectives. Providing sound technical advice to management and employees or applicants regarding human resources management program requirements and issues. Monitoring and coordinating the Anti-Harassment Prevention Program at the facility level.
Qualification and Experience
The candidate should have following qualifications: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: Must have 1 year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of federal EEO laws, regulations and policies, knowledge of interviewing criteria and techniques, knowledge of analytical techniques and evaluation materials and knowledge of training techniques and the ability to serve as a trainer OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level must have a Ph.D or LLM. OR, Combination: Applicants may also combine education and experience to qualify at this level. Must have an combination of specialized experience and education beyond a Master's Degree. Closing date: 04/26/2019.
