Deputy Assistant General Counsel (Banking and Finance) Duties: The candidate assists the Assistant General Counsel (Banking and Finance), along with the Principal Deputy Assistant General Counsel, in directing the activities of the Office of Banking and Finance, including providing legal advice and support to Treasury officials and staff on the full range of Agency's domestic finance initiatives and responsibilities. Shares responsibility with the Principal Deputy Assistant General Counsel and the Deputy Assistant General Counsel for Litigation, Oversight, and Financial Stability in running and supervising the office, under the direction of the Assistant General Counsel. Under the Assistant General Counsel's direction, the incumbent supervises and directs legal support for banking and finance issues that arise in Executive Branch policy initiatives, legislative proposals, administrative regulations, Congressional correspondence, and public communications. Supervises the work of attorneys and support staff in the Office of the Assistant General Counsel (Banking and Finance). Responsible for making certain that the office's legal work is completed in a timely and accurate manner. The incumbent directs, coordinates, and reviews the work of the Banking and Finance staff attorneys and gives advice and assistance on novel and complex problems arising in their work. Either prepares or reviews when prepared by staff attorneys, legal memoranda, legislative proposals, regulations, guidance, briefing materials, talking points, or other documents relating to difficult and complex matters considered by the Office of the General Counsel. Establishes and maintains contact with Assistant Secretaries within the Office of Domestic Finance and other officials of the Treasury Department concerning the work of the office. He or she also consults with the officials and attorneys in other departments, agencies, and institutions on matters relating to the responsibilities of the Assistant General Counsel (Banking and Finance).
Qualification and Experience
The candidate should have graduated from an accredited law school and be an active member in good standing of a State or DC Bar. Must have diversified legal experience dealing with highly complex issues. Examples of relevant subject matter areas may include the following: Treasury securities market regulation; federal credit programs; Treasury's financing of the operations of the U.S. Government; federal trust funds; housing finance; Dodd-Frank Wall Street Reform and Consumer Protection Act programs and activities; banking law and financial services regulation; securities law and capital markets regulation; insurance regulation; infrastructure development; and small business lending. Should have working knowledge of government organizations and/or relationships with other federal government entities, such as depository institution regulatory agencies, financial market regulatory agencies, the Government Accountability Office, and the Office of Management and Budget.
