Labor Relations, Director/Manager, Operations
The candidate will be responsible for the overall strategic planning and management of the labor and employee relations programs for the Division. Drawing upon their knowledge of labor law, collective bargaining trends, economic and wage data, the Labor Relations Director/Manager interprets and administers employees’ contracts with respect to grievances, wages or salaries, employee welfare, healthcare benefits, union practices, and other stipulations. The position requires hands on experience in union environments, in leading contract negotiations, conflict resolution, positive employee relations and grievance handling. The Labor Relations Director/Manager works closely with Division Management, Human Resources and the Office of University Counsel (OUC) to create labor relations programs, tools and resources to support the creation of alignment, consistency and accountability in the management of labor issues across the Operations Division. Administers and manages labor contracts; provides interpretation of labor contracts to managers and employees; in collaboration with Division management, Human Resources (HR) and the Office of the University Counsel (OUC), oversees processes for review and resolution of employee grievances. In partnership with Division, Human Resources and OUC leadership, serves as a key representative in the University’s bargaining team in contract negotiations with recognized employee organizations. Maintains current knowledge of employee and labor relations trends, legal decisions, and statutory changes; conducts research necessary to support contract negotiations and employee relations. Uses appropriate negotiation strategies to develop bargaining goals and negotiate contracts consistent with the University’s goals. Facilitates on-going communication and working relationships with employee representative organizations including coordination of joint labor-management committees. Develops and recommends to the Division, HR and OUC the policies and procedures concerning employee relations and personnel practices. Partners with OUC to investigate and respond to complaints from the National Labor Relations Board, Department of Labor and other agencies. Will assist OUC in preparing management defense strategies for arbitrations; unfair labor practice complaints and other legal proceedings. Participates in the development and delivery of management training programs designed to advance the people management skills of the University’s management staff and support positive employee relations. Performs other related duties as assigned.

Qualification and Experience

The candidate must have Bachelor’s Degree in Business Administration, Human Resources or related field. 5+ years progressively responsible, professional experience in employee relations, collective bargaining and labor relations activities. Experience must include leading contract administration, grievance processing, performance management and disciplinary activities, as well as facilitating on-going communication and working relationships with employee representative organizations and other company stakeholders. Should be proficient knowledge of employment, wage and hour, FMLA and EEO laws. Advanced degree and/or professional certifications preferred and /or JD degree preferred. Additional language fluency preferred. Experience working with commercial Human Resource Information Systems, time keep and payroll systems preferred. Principles and practices of employee and labor relation, collective bargaining and employment laws is required. Should have excellent interpersonal and coaching skills. Must have effective written and oral communications, listening, presentation, group facilitation; influencing and negotiations. Should have effective use of mediation and conflict resolution techniques. Should have proven ability to influence and achieve results through others. Should have ability to establish credibility with numerous constituents.
