Qualification and Experience
Qualifications: The candidate must have 1+ year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex real property laws, legal procedures, regulations, instructions, directives, principles, concepts, and practices; as well as a good understanding of the real estate market to acquire real property involving a combination of complicating factors at a military installation which involves high volume activity.
Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
Have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled.
Knowledge, Skills and Abilities: Knowledge of a wide range of complex real estate principles and procedures, local market situations, and required documentation. Knowledge of real property disposal policies and procedures, and outgrant procedures, local market situations, and required documentation. Knowledge of polocies and procedures for real property documentation and records. Skill and gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. Ability to analyze space utilization requirements and make recommendations on reuse. Ability to communicate effectively, both orally and in writing using tact and diplomacy.
