Program Analyst, GS 09 The candidate: Assignments consist of learning the scope and foundation of agency administrative and program activities; agency missions, policies, and objectives; and management principles and processes to serve as an analyst to management on the evaluation of the effectiveness and efficiency of government programs. Uses qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet deadlines and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned work/projects. Conducts studies of statistical, descriptive, or evaluative information, materials, and data, to choose, interpret or adapt available guidelines to specific issues or subjects studied; Assists in preparing or preparing and delivering briefings to management and/or senior staff employee(s) on study findings and recommendations. Traveling is required.

Qualification and Experience

The candidate must have the following qualifications:
For GS-9: Should have 1+ year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is coordinating and performing analysis of existing processes and then providing recommendations for improvements. This experience must demonstrate: creating actionable plans that include timelines, hypotheses, tactics, and documentation; providing recommendations for process or policy changes based on research; using agile techniques or research techniques (artifact analysis, short surveys, user interviews, or A/B testing) to provide recommendations to management officials; writing, sending, and managing internal communications documents. Should have master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. Must have graduate level education and appropriate experience that together meet the qualification requirements of this position.
