Personnel Analyst II - EEO Officer The candidate will serve as an EEO Investigator. Will conduct internal investigations based on complaints of employment discrimination and other EEO related issues. Investigations will be conducted in accordance with state and federal employment laws and EEO policies and procedures. This will require on-site visits to offices and correctional facilities throughout the state to interview complainants, respondents, and witnesses. The investigative process requires identifying the issue, gathering and analyzing data, fact finding, and drafting a case determination. Responsible for proper interpretation and application of Federal and State Laws, Policies and Guidelines as well as Internal Policies, Procedures, and Practices. Be engaged in other specialized Title VII functions which will include assisting in the development of the EEO Plan and serve as a resource to staff and management on EEO issues. May be involved in litigation of cases filed with external agencies such as the Office of Administrative Hearings or the Equal Employment Opportunity Commission. Position requires frequent travel, some overnight, and work will require written and oral communication and consultation with employees and management personnel.
Qualification and Experience
The candidate should have graduated from a four year college or university and have 30 months of experience in personnel administration in a technical or administrative capacity involving the development of proposed policies and procedures, and the application and interpretation of policies and procedures in at least one of the program areas assigned to the position; or an equivalent combination of training and experience. Should preferably have a degree in criminal justice, public administration, or a J.D. degree. EEO experience within a private, local, state, or federal government setting is required. Familiarity with laws, policies, and guidelines pertaining to Equal Employment Opportunity (EEO) is required. Investigative experience is needed. Should have the ability to gather information and apply laws and policy to form sound conclusions. Should also have the ability to advise, interact with, and counsel management and employees on a wide range of sensitive issues relating to Equal Employment Opportunity.
