Duties: Determine change order merit, evaluate and estimate the level of effort for hours and costs, negotiate with the contractor and write up the Findings of Facts and Records of Negotiation. Draft documents to support the change order dispute resolution process up through and including arbitration. Investigates and drafts finding of fact documents based on the terms and conditions of the contract agreement. Ability to understand the Design-Build delivery method being used, and coordinate responses based on the Contract terms and conditions. Ensure maintenance of complete contract files. Make recommendations to management and client management on contract issues with major schedule and quality impact. Responsible for data entry of subcontractor, vendor, and billings information. Participate in project reviews and risk reviews. Provide proposal development support. Evaluate customer solicitations to ensure that the contract requirements are adequately defined and documented and that the capacity to meet the contract requirements is met. Establish and maintain professional business relations with clients. Lead a team in the analysis or preparation of complex construction claims, being responsible for the deliverable to the client, whether it be a report, presentation, or expert testimony. Interface effectively with clients, co-workers, and others.
Qualification and ExperienceRequired Qualifications: Bachelor of Science in Construction Management, Civil/Mechanical/Electrical Engineering, and/or other writing experience is preferred. Juris Doctor (JD). 5+ years of construction claims supervisor experience. Knowledge and ability to quickly understand principles of construction and contractor means and methods. Exceptional written and verbal communications and organizational skills. Preferred Qualifications: Experience testifying in court or binding arbitration. Experience in large, complex construction projects. Extensive experience in Project Controls, CPM scheduling, delay analysis, productivity analysis, claims, and dispute resolution.
