Financial Systems Specialist Duties: The candidate serves as a senior specialist with responsibility for the daily effective operation of one or more critical financial systems including identifying problems, needed enhancements, and or system changes based. Analyzes data requirements for the enhancement of automated financial management systems. Works with all information sources to improve system performance and reliability through the development of databases and micro-applications. Reviews operational capabilities and provides comments and recommendations for proposed changes. Prepares System Change Requests and develops documentation required for configuration control board/configuration management information system overview. Establishes conditions and requirements for systems tests, assembles project of functional users, establishes project requirements and timetables, and provides technical advice and assistance to team members for the interpretation of system controls. Researches, analyzes, and resolves daily system problems related to system interface, database management, and processing cycles. Provides technical advice in determining the extent of the system problem, potential solutions, and required action for resolution. Oversees project teams of subordinate financial systems specialists to accomplish larger scale reviews, system changes, testing and implementation, and advises supervisors and senior managers on major system issues, associated risks, functional impact, and data integrity.
Qualification and Experience
For GS-11: The candidate must have 1 year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as demonstrated knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; identifying and documenting financial system requirements; testing financial systems to ensure all functional requirements are met.
Substitution of Education for Specialized Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
For GS-12: Specialized experience is defined as demonstrated knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; identifying, documenting and recommending financial system requirements; recommending solutions to issues related to the integration of financial systems.
