Paralegal The candidate will be responsible for research, collection, and preparations of a variety of legal documents and data. Work in specific legal areas such as litigation, property tax, real estate, insurance claims, City Court, or other areas of legal concern as they apply to the City of Rochester and the operation of its departments. Confer with, interpret, discuss, or convey opinions of legal issues to co-workers, City departmental representatives, private citizens, or neighborhood groups. Conducts legal research, including utilizing computer accessed legal resources and other databases, and other source material such as governmental records. Prepares drafts of correspondence and legal documents such as status reports, subpoenas, legal notices, pleadings, affidavits, mortgages, loan, lease and sale agreements and deeds. Utilizes computer technology to track litigation and other case files, track status of payments and collections, maintain various calendars, and other support tasks. Collects and organizes documents and data for a variety of purposes, including investigating claims against the City, litigation discovery, collectability of debt and unpaid charges owed to the City. Records and files legal instruments with judiciary branches, government offices, or banking institutions. Serves as a Notary Public. Represents the City in a variety of situations such as real estate and mortgage negotiations and closings and auction of City owned property. May interview witnesses and complainants. May negotiate (with attorneys, claimants, or property-owners) payment of rent in arrears, property repair schedules, insurance claim settlements, defaulted loan transactions. Analyzes individual case files to make judgments and recommendations such as party at fault, the possibility of resolving any problems without the need of further legal action, appropriateness of costs incurred, etc. Reviews files or contacts departmental representatives to ensure that all legal steps were taken prior to necessity of further legal action, reviews City staff compliance procedures relating to State law and the City Code and Charter. Reviews legal documents for completeness and accuracy.
Qualification and Experience
A The candidate must have Associate's degree in Legal Assistant or Paralegal Studies and 1+ year of experience in legal research or responsible legal clerical or paralegal work in a law firm, legal tribunal, or a legal department of a public or private entity.
B Should have Associate or Bachelor's degree and a Certificate of proficiency in Paralegal or Legal Assistant Studies and 1+ year of experience as described in A;
C. A Certificate of proficiency in Paralegal or Legal Assistant Studies from a paralegal education program approved by the American Bar Association and at least two (2) years of experience as described in A;
Should have 4+ years of experience as a legal assistant or paralegal in a law firm, legal tribunal, or a legal department of a public or private entity;
E. Satisfactory completion of 1+ year of education at an accredited law school.
