Deputy Director The candidate oversees the quality assurance function in compliance casework across programs that permits the Agency to manage, measure, and improve the quality of its compliance work product in coordination with the Quality Management Staff. Maintains liaison with other Agency components, industry, and other domestic and foreign government agencies to provide appropriate and efficient assistance, coordination implementation and completion of recall plans and activities. Oversees development of guidance documents, recommends policy and procedure updates regarding receipt, review and response to Prior Notice submissions assuring compliance with Prior Notice regulation and the Federal Food Drug and Compliance Act. The Deputy Director for Targeting, Analysis and Support (DDTAS) serves as the principal advisor to the Assistant Commissioner for Enforcement and Import Operations (ACIO) and the ACRA. In addition, serves as the supervisor of the following Import Divisions: Food Defense Targeting, Import Operations Management, and Import Program Development. Serves as the spokesperson for the OEIO in matters related to resource planning, risk analysis and enforcement support for all imported commodities regulated. Develops the enforcement policy of the Food Safety Modernization Act (FSMA) mandates, which safeguards the safety of imported regulated food and feed products. Provides a risk-based approach to targeting operations at the Prior Notice Center as required by the Bioterrorism Act. Enhances transparency initiatives for sharing compliance information and enforcement data to promote better risk-based product approaches both domestically and internationally. Provides leadership and direction on the application of risk management and program evaluation techniques to regulatory compliance activities to provide the most public health promotion/protection at the least cost to the public. Serves as the agency representative to other government agencies and foreign governments related to import operations, including joint procedures between U.S. Customs and Border Protection (CBP. Responsible for responses for Congressional inquiries, GAO studies and budget and resource justifications. Coordinates with the Deputy Director for Import Operations Enforcement on field import operations, including investigational and sampling activities, in coordination with the ORA program directors. Coordinates Agency import activities with the CBP, including the development and institution of joint procedures and operations.

Qualification and Experience

The candidate Should preferable have An advanced degree such as Juris Doctorate, Doctor of Philosophy, Medical Doctor, Master's in Business Administration or a Master's in Public Health degree. Should preferable have Training, professional development, and outside professional activities that provide evidence of initiative, resourcefulness and potential for effective job performance at a senior level, and honors, awards, or other recognition for performance or contributions related to the position. Must reflect experience in a managerial capacity. Should have senior level experience as a leader in a complex organization managing, planning, directing, and evaluating multidisciplinary activities of significant scope and effect. Should have Bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.

A combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph above, plus appropriate experience or additional education. Qualifying experience involves enforcing laws and regulations to protect consumers from foods, drugs, cosmetics, fabrics, toys, equipment, and household products that are defective, dangerous, impure, unwholesome, ineffective, or improperly or deceptively labeled or packaged.
Must have demonstrated ability to build strong working relationships among people and organizations with diverse interests and/or opinions, such as industry, professional, public health or consumer organizations, media, other federal, state, or local agencies, foreign governments and Congress. Should have experience advising senior officials and implementing organizational policy. Should have ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Must have the ability to lead people toward meeting the organization's vision, mission, and goals.
