Regulatory Counsel The candidate will report to the Chief Legal Counsel. Will provide legal analyses, guidelines and opinions, draft policies and procedures, interface with various State agencies and the Legislature and work to infuse values into relevant legislation, regulations, government policies and administrative actions. Duties include assisting Affiliates and their health centers to comply with federal and state legal requirements, providing legal counsel to business operations, and representing organization before regulatory agencies and within coalitions. Work on matters related to healthcare regulatory compliance, including: facility licensing and enrollment, scope of practice, patient privacy and consent, formulary and billing, and reimbursement-related issues. Work with the California Affiliates to draft and file various regulatory applications on their behalf. Draft model policies and procedures for health center operations on regulatory compliance issues. Research and analyze community clinic licensure, enrollment, and billing/reimbursement policies, regulations, and statutes, as necessary. Attend key stakeholder meetings related to regulatory requirements that impact Affiliate operations. Conduct legal analysis of legislation and regulations; drafts legislation and amendments, regulatory comments, reports, policy briefs and sign-on letters; prepare testimony and briefing. Prepare legal presentations and trainings for affiliate and health center staff. As requested, assist staff on legal issues and provide legal opinions, prepares legal memoranda, and reviews contracts. Answer questions from, and provides general legal direction to, Affiliates. Meet with other groups or associations interested in assigned issues, forming coalitions as appropriate. Hire and manage legal interns and volunteers. Admission to California Bar is required. Must have 2-5 years of Regulatory and/or Healthcare Law experience. Familiarity with community clinic environment, health care law and reproductive justice issues is required. Should be willing to occasionally work evenings, weekends and travel in California.
