Recent Graduate - Civil Engineer - GS 07 – 09 The candidate participates in the FHWA’s Professional Development Program (PDP). The PDP is designed to introduce candidates to the technical, administrative, and program management aspects of highway engineering in the agency. During this developmental program, the employee will be expected to complete three major components including apprentice experience, developmental assignments, and a professional development academy. The apprentice experience will occur in one of FHWA’s Federal-Aid Division Offices or Federal Lands Highway Division Offices where the candidate receives on-the-job training through a structured set of learning experiences described in the participant’s developmental plan. Several developmental assignment options may include the following: design, construction, project development, environment, safety, pavements, materials, research, ITS, bridge, traffic operations, hydraulics, preventive maintenance, access management, utilities and R/W, planning, surveys, geotechnical, value engineering, etc.
Qualification and Experience
The candidate should have completed a Master’s degree in Civil Engineering within the last two years (veterans have 0-6 years) of the closing date of the announcement or are current graduate degree students, who are anticipating graduation in December 2018. In addition, must meet the minimum qualifications for this position, must meet the education qualifications and/or experience for the grade at which are requesting consideration. For the GS-7, to qualify on Experience, must have 1 year of specialized experience equal or equivalent to the following: Experience reviewing engineering regulations or policies. Experience applying civil engineering principles and practical concepts related to highway road and systems structures, transportation systems, traffic engineering, and modeling. Experience conducting analyses to support conclusions or recommendations. To qualify on Education, must have: 1-year of graduate-level education OR superior academic achievement. Must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. For the GS-9, to qualify on Experience, must have 1 year of specialized experience equal or equivalent to the following: Experience reviewing engineering design standards and regulations. Experience conducting analytical investigations using the scientific method, modeling and computational analysis. Experience articulating information through various venues such as discussions, meetings, fact sheets, reports, design documentation, briefings, and presentations. To qualify on Education, must have: Completion of two academic years of graduate level education; OR master’s or equivalent graduate degree (such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements in a field directly related to the position being filled). Recent Graduates will enter a formal training program with a mentor (assigned within 90 days of appointment) and an Individual Development Plan, executed within 45 days of the appointment, outlining training requirements and program expectations. Recent Graduates must receive at least 40 hours of formal training directly linked to their employment field. Recent graduates serve a trial period for the duration of their excepted service appointment. Recent graduates will be required to sign a Pathways Recent Graduate Participant Agreement.
