ProfileDefense Sub Export Compliance Officer The candidate will provide project level guidance to GM Defense concerning the requirements and obligations of designing, manufacturing, exporting and managing defense articles and services under the ITAR, the EAR and corporate export compliance policies and procedures. Will serve as the GM Defense ITAR subject matter expert and provide accurate, reliable interpretation of U.S. export control restrictions. Provide guidance and training to business teams regarding visitor management, technology marking, technology transmission methods, reporting and other administrative requirements for export compliance. Advise the Global Engineering ECO and the GM OEC, on risk exposure to ensure decisions on risk acceptance or avoidance are made at the appropriate level. Review and approve presentations, briefings, documents and other information for compliance with licenses and regulations prior to release outside GM. EAR and ITAR classification of GM Defense hardware, software, and technology. Assist the GM OEC in preparation of Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), commodity jurisdictions, classifications and license requests on behalf of GM Defense for submittal to government agencies. Implement applicable licenses, agreements and commodity jurisdiction determinations in compliance with applicable U.S. Government Regulations and company policies to support GM Defense programs. Retain and maintain records of GM Defense export activities in accordance with federal and corporate regulations ensuring that decisions and due diligence are sufficiently documented. Create Technology Control Plans as needed and audit GM team adherence to and maintenance of the control plans. Support the ECO and Lead Sub-ECO in meeting the GM Defense specific export compliance key performance indicators and metrics. Support the Global Engineering Lead Sub-ECO in tracking all GM Defense items specified on the U.S. Munitions List by identifying and accounting for ITAR controlled items and technical data. Ensure that GM Defense Export Compliance procedures are documented, current and accessible. Perform annual export assessment, identify and research potential export compliance risks, gaps and violations, and recommend and implement prompt risk mitigation and resolution activities as applicable. Bachelor’s degree with major in engineering is required. Law Degree or Master’s Degree is needed. Should have 3-5 years of engineering experience with a track record of progressively taking on more responsibility. Prior experience in Export Compliance including researching, interpreting and applying ITAR and EAR is needed. Should have 3+ years of broad International Traffic in Arms Regulations (ITAR) experience. Deadline: 6 April, 2018.
