Staff Counsel The candidate will master and implement Procurement Policy in cooperation with Finance Division; coordinate with other staff members and review all requests for proposals and requests for qualifications issued by the firm; work with other Authority staff members to draft, review, negotiate, approve, and track all Authority contracts (other than program contracts); Assist the General Counsel with Authority program closings (loans, grants, guaranties, etc.); draft, review and negotiate closing documents; work with other Authority staff members to close the transactions; and respond to post-closing issues; Assist in ensuring that timely complies with all federal laws that impose specific requirements on the firm, its employees, or its business partners; Facilitate compliance with Wisconsin and federal law and regulations by providing appropriate education and training materials for Authority staff, including drafting and posting appropriate materials on Authority websites; Maintain tracking system of all periodic deadlines that is required by law to meet and of periodic events of importance to business operations; Assist General Counsel with legal research and investigate other housing authority activities to enhance practices to assure best-in-class and leadership in housing and economic development; Perform other duties of a similar nature or level as assigned by General Counsel in the areas of compliance, contracts, program review, real estate closings, and other projects/activities; Other duties as assigned from time to time by the General Counsel. Should have JD degree with a license to practice law in Wisconsin, or an equivalent combination of education (including a license to practice law in Wisconsin), and experience sufficient to successfully perform the essential duties of the job such as those listed above. Experience in commercial real estate law or secured transactions are a plus, as is an affinity for affordable housing. Real estate finance principles are essential.
