Licensing Manager The candidate serves as the Manager of the Licensing Division within the Banking Bureau, Department of Insurance Securities and Banking (DISB). Oversees and manages staff that considers the merits of applications for original and renewal licenses of non-depository financial institutions including Check Cashers, Mortgage Lenders, Brokers and Loan Originators, Money Lenders, Money Transmitters, Consumer Sales Finance Companies and Consumer Credit Service Organizations. Responsible for the registration of non-bank ATM's operating in the District of Columbia. Assists the examination division, and responds to complaints, with regard to whether activities of individuals and firms require licensing in the District of Columbia. Serves as a point of contact on licensing issues with the Conference of State Bank Supervisors {CSBS), American Association of Residential Mortgage Regulators (AARMR), Money Transmitters Regulators Association (MTRA), National Association of Consumer Credit Administrators (NACCA) and the Consumer Financial Protection Bureau {CFPB). Works under the general supervision of the Associate Commissioner for Banking who provides assignments, helps formulate goals and objectives, and evaluates performance and achievements. Oversees the processing of the Banking Bureau's license applications ensuring the validity, accuracy, timeliness and acceptability of financial, credit and background reports, and surety bonds required to complete the process. Evaluates forms and supplemental documentation to determine whether they meet Federal and District statutory and regulatory guidelines for licensing. Further, the incumbent reviews the personal biographical and financial information of applicants to ensure the established educational and financial requirements to conduct business in the District of Columbia are met. Prepares reports and narratives for internal use as well as for public information. Researches state laws or best practices regarding licensing of non-depositories. Assists in the formulation of proposed policy or practices. Develops projects and programs and communicates with licensees to facilitate and improve the conduct of their business within the District. Attends meetings with potential licensees to render assistance or guidance. Responds to applicant or legal inquiries or determine whether the inquiry shouldbe forwarded to the DISB General Counsel. Manage and monitor annual reports submitted by licensees and other data collection functions as necessary. Supervises the work of staff within the division. Assigns priorities to ensure the work activities are properly conducted and completed in a timely manner. Reassigns work and/or personnel to more effectively accomplish assigned workload or to maximize services. Counsels staff on matters relative to productivity and other work-related issues. Reviews completed work to determine compliance with policies and program objectives and adequacy of work. Determines the need for, and recommends additional training to achieve optimum staff performance, career development, and the utilization of skills. Responsible for the oversight of the District of Columbia's participation in the Nationwide Mortgage Licensing System (NMLS) and its eventual expansion to all non-depository financial institutions. The incumbent will be obligated to work closely with the staff of the NMLS as well as the District's licensees. The incumbent will also work closely with the staff of the Consumer Financial Protection Bureau on issues related to the licensing of non-depository financial institutions.

Qualification and Experience

The candidate must have Bachelor's degree in business, finance/accounting, or a related field, from an accredited four-year college or university and 3+ years of professional experience, Or Juris Doctorate from an accredited law school and 4+ years of professional experience, Or any equivalent combination of 7+ years of relevant education, experience and training exhibiting the ability to successfully perform in the position as licensing manager. Should possess prior considerable experience within a regulatory licensing function. An expert level of familiarity and understanding of non-depository licensing requirements, criteria for licensing approval, related laws and regulations, as well as applicable policies and objectives of the Banking Bureau to effectively supervise the processing of a variety of licensing work assignments. Knowledge of the theory, principles, and practices of the financial services industry. Familiarity with state and federal consumer protection laws and regulations related to non-depository financial institutions is needed. Familiarity with other District of Columbia regulatory agencies that support the licensing function (i.e., DCRA, tax and revenue, etc.) Initiative and sound judgment to address licensee complaints as well as inquiries from other state banking departments, the public and others is must.
