Legal Counsel (Contract Position) Duties: Provide legal advice, counsel, services, and consultation to the Board of Ethics, Ethics Officer, and Ethics staff members on a wide variety of civil and administrative matters that may affect the administration and enforcement of the DeKalb County Ethics Code. Attend all Board of Ethics public meetings (regular or special) and such other meetings as requested. Serve as Parliamentarian to the Board of Ethics during public meetings and provide guidance on parliamentary rules and legality of actions taken therein. Provide guidance and legal advice on the Georgia Open Records Act, Georgia Open Meetings Act, Robert’s Rules of Order, and Board of Ethics rules, policies, and procedures. Answer requests for legal opinions, in writing and verbally. Prepare written legal opinions at the request of the Board of Ethics and Ethics Officer. Be available to confer and answer legal questions by telephone or email as needed. Provide advice and assistance in connection with ethics investigations, probable cause hearings, and ethics hearings, if requested. Appear before courts, legislative and administrative agencies to represent DeKalb County Board of Ethics interests, as requested. Work cooperatively with any special legal counsel retained by the DeKalb County Board of Ethics for special projects or litigation. Coordinates such special counsel, as needed, to ensure proper management of legal issues, and proper coordination and transition of legal information among special counsel. Assist staff to understand the legal roles and duties of their respective offices and interrelationships with the Board of Ethics and the public. Assist the Board of Ethics, Ethics Officer, and staff to maintain ethical standards and appearance of fairness standard, and to avoid potential conflicts of interest, prohibited transactions, and the appearance of prohibited transactions. Prepare and review contracts, rules, policies, and procedures or other documents for correctness and acceptability documents, upon request. Perform other legal services and tasks, as requested.
Qualification and Experience
Qualifications: Juris Doctorate Degree required; the individual or his/her firm. Must have 5+ years of experience serving Georgia local government clients, to include cities, counties, public authorities, TADs, CIDs and/or BIDs, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Must possess and maintain a valid license to practice law in the State of Georgia.
