Manager Equal Employment Opportunities, are to: The candidate will ensure HR systems (SAP, Applicant Tracking) address firmâ€™s regulatory requirements as a federal contractor to comply with EEO and AA regulatory obligations. Will recognize effective solutions for ensuring the delivery of compliant AA plans and manage related third party relationships. Monitor anticipated regulatory agency changes having an impact to employment practices and partner with external employer advocacy groups to identify and influence best practices. Create and execute effective training solutions and educate key stakeholders to ensure HR activities are aligned with regulatory compliance requirements. Oversee the development and delivery of HR-employment law related training per state statutes (e.g., anti-discrimination, anti-harassment, non-retaliation) for all US sites. Design, develop, implement and manage annual AA programs in accordance with regulatory requirements; manage the preparation and delivery of regulatory reports. Manage annual reporting - EEO-1, VETS 4212. Oversee periodic review and statistical analyses of selection decisions. Manage annual compensation analysis. Manage dissemination of EEO policy internally and externally to meet regulatory requirements. Oversee periodic review of policies and practices through EEO/AA lens to ensure compliance. Manage audits initiated by OFCCP while ensuring appropriate interface and response to agency requests. Identify effective solutions to address self-monitoring obligations associated with HR activities. Liaise with legal partners to identify and assess risk management opportunities. Provide HR leadership with timely and actionable information with respect to identified issues and potential compliance issues. Manage a professional staff of subject matter experts responsible for development, implementation and monitoring of US AA programs and associated regulatory requirements. Build collaborative working relationships with various stakeholders to identify solutions that connect business goals with EEO/AA compliance. Provide proactive quality customer service and effective solutions on matters pertaining to EEO, AA compliance and non-discriminatory practices. Counsel employees and management on discriminatory and harassment prevention and other EEO/AA related issues. Ensure employees understand team vision and agreed upon objectives; support and reinforce targeted behaviors that contribute to the success of quality customer service and team goals. Provide focus and clarity in establishing individual goals, driving performance management, supporting career development and rewarding strong performance. Leverage the value in unit, department, and OneHR teams to develop better solutions and achieve a cross enterprise business partnering mindset. Accept and successfully execute change while supporting employees through the process, and keeping them focused on business priorities.
Qualification and Experience
The candidate must have Juris Doctorate degree and 5+ years of experience with focus on employment law (OR) Bachelorâ€™s Degree in HR/Labor Relations or related area with 10+ years in an EEO/AA role (OR) HS Diploma/equivalent and 12 years EEO/AA experience for large, multi-site federal contractor, any of which must include seven years of direct responsibility for AA plan/programs. Should have knowledge of federal laws, regulations, directives and policies governing EO/AA. Practical experience in all aspects of AA program preparation and development and performing comparative analyses of selection decisions is essential. Previous experience managing OFCCP audits to a successful notice of closure is essential. Must have previous supervisory experience leading and developing a successful team. Excellent verbal and written communication, listening, interpersonal and problem solving skill is essential. Proficiency in Microsoft Word, Excel and PowerPoint is essential. Effective interpersonal and communication skill is essential. Experience with SAP is preferred.
