Contract Specialist - GS 09 – 13 The candidate will be responsible for pre-award through post-award functions involving highly specialized procurements in significant importance to the Navy and Department of Defense. Requirements involve: research, development, and production of specialized equipment or complex systems and subsystems. Develops procurement objectives for a program in terms of competition and price range. Performs detailed analyses of all elements of cost in contractor proposals, and makes competitive range determinations. Plans the negotiation strategy, coordinates the strategy with negotiation teams, and leads the negotiations. Must meet one of the Defense Acquisition Workforce Improvement Act (DAWIA): Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. A current employee of the DoD or a member of the armed forces who served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 Sep 2000, or I served on or before 30 Sep 2000 in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty. For GS-09: Resume must demonstrate one of the following: 1 year of specialized experience in the same or similar work at a level of difficulty and responsibility. Specialized experience includes: applying contract laws, regulations, and procedures for administering contracts awards and proposals; conducting price/cost analyses for contract bids and claims; participate in negotiations including the pre-award and post-award phases of contracting for complex equipment and services. OR Two (2) years of progressively higher level graduate education leading to a master's degree, LL.B., J.D., or an equivalent graduate degree in a related field that has provided me with the knowledge, skills, and ability to successfully perform the duties of the position. A combination of education and experience. For GS-11: Must demonstrate at least one of the following: 1 year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) experience with the full range of contracting procedures and methods including formal advertising, negotiation, fixed-price, cost contracting, and use of special provisions and incentives; 2) assisting in applying negotiation techniques, cost analysis, and skill in devising negotiation strategies to resolve such problems as reducing costs, adjusting delivery schedules, and negotiating sole source procurements; or 3) participates with senior contracting specialist in negotiations including the pre-award and post-award phases of contracting for complex equipment and services. OR Possess 3 full academic years of progressively higher level graduate education or PhD or equivalent graduate degree or LL.M in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR A combination of education and experience. For GS-12: Must demonstrate 1 year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes: Working with the full range of contracting procedures and methods including formal advertising, negotiation, fixed-price, cost contracting, and use of special provisions and incentives; Applying negotiation techniques, cost analysis, and skill in devising negotiation strategies to resolve such problems as reducing costs, adjusting delivery schedules, and negotiating sole source procurements; Participating in negotiations including the pre-award and post-award phases of contracting for complex equipment and services. For GS-13: Must demonstrate 1 year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes: Working with the full range of contracting procedures and methods including formal advertising, negotiation, fixed-price, cost contracting, and use of special provisions and incentives; Applying negotiation techniques, cost analysis, and skill in devising negotiation strategies to resolve such problems as reducing costs, adjusting delivery schedules, and negotiating sole source procurements; Participating in negotiations including the pre-award and post-award phases of contracting for complex equipment and services; Providing advice and assistance in determining the timing of awards.
