Policy, Planning and Business Analyst (1813407) Job Category: Analyst Location: United States-Virginia-Springfield Position Type: Fulltime Minimum Clearance: TS/SCI Travel: No Relocation: Yes Description : Engility is seeking a Policy, Planning & Business Analyst who will assist in the structured assessment, integration, assignment, tracking, and execution of tasks necessary to accomplish the agenda of the PCLO at NGA. The PCLO adheres to a complex variety of laws, regulations, policies and standards and is looking for contractors to work as part of the team that seamlessly blends within the PCLO’s structure to work at the crossroads of law, policy and technology to support diverse agency missions. Duties include but are not limited to: Provide services to the PCLO by prioritizing, planning, tracking, reporting and ensuring implementation of all PCLO projects for the purpose of improving and sustaining governance/business processes and strategic planning support for protecting civil liberties and privacy rights for both the Agency and its employees. The PCLO support will be focused on five areas: Enterprise-wide Program Facilitation and Implementation Investigate reported privacy concerns Current trend and emerging privacy development Training and education implementation Agency collaboration and communication PCLO also requires outreach across the IC, DoD and Federal community. This includes tasks to represent and advocate for Privacy and Civil Liberties equities at such forums. Represent and advocate sound Privacy and Civil Liberties practices across the strategy – planning – execution organizations internally at NGA. Qualifications : ust have a current/active TS/SCI and be willing and able to obtain a CI polygraph. A minimum of 10 years of relevant experience, in aggregate, for the following: Comprehensive knowledge of, and demonstrated experience with independently applying Privacy Act, FISMA and e-Government requirements and guidelines to solve complex problems and legal issues related to Privacy. Comprehensive knowledge of the Agency statutory obligations, functions, and legal programs and operations, pursuant to the Privacy Act of 1974 and Executive Order 12333. Skill in representing the agency on issues related to privacy. Ability to apply analytical and evaluative methods to conduct reviews and studies of agency privacy programs, and make recommendations for privacy program improvements. Ability to communicate in writing sufficient to prepare privacy program documentation, briefs, reports, analyses, training materials, emails, web site information and required notices. Ability to collaborate and maintain effective working relationships with a wide range of individuals both internally and externally. Skill in planning and organizing several major projects simultaneously. High level of skill in communicating ideas and recommendations to senior Government officials in a manner that supports acceptance of positions. Completed Bachelor’s degree related to law, policy or technology or eleven total years of listed relevant experience. Current Certified Information Privacy Professional for U.S. Government (CIPP/G) certification and knowledge of applicable tools, methodologies, or best practices, relevant to the position. Certification required in 6 months upon starting position. Desired Qualifications: Education J.D. degree. · Certified Information Privacy Manager (CIPM).- Certification required in 6 months upon starting position.
