Profile

Financial Analyst, GS 11 - 12 Duties: Independently planning and conducting financial analyses of a complex nature; Reviewing the financial management operations of a variety of commercial, industrial, financial, and other complex organizations; Developing financial profiles of an organization including restructuring of partial or inadequate records in support of criminal investigations; Demonstrating familiarity with applicable federal, state and local laws to make sound decisions regarding the scope and analysis; Preparing interim and final reports on the progress of financial investigations; Discussing cases with supervisors to recommend further courses of action or investigations; Working with legal staff in trial preparation by compiling documents, creating audio-visual materials and etc.; Testifying in court; and Participating in conferences, meetings and discussions. Responsibilities will increase and assignments will become more complex as training and experience progress.

Qualification and Experience

Requirements:
GS-11: To be qualified at the GS-11 level, must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience:

Specialized Experience: One year of specialized experience equivalent to the GS-9 in the federal sector. Specialized experience is defined as: performing financial analysis and evaluation work requiring a comprehensive knowledge of the financial management structure, operations, and practices; analyzing financial transactions; providing advice on actions to take based on findings; applying in-depth knowledge of economics to conduct financial statement audits; analyzing issues and evidence in a case to determine data needed; and performing factual research on complex cases. Assignments regularly involve a broad range of financial and management problems that normally occur in organizations of average complexity and of moderate size.

Education: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M, in one of the following major studies: finance, business administration, economics, accounting, insurance, mathematics, banking and credit, or statistics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of fulltime study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Combination of Specialized Experience and Education: A combination of specialized experience and graduate level education as described above, which when combined equal 100% of the requirements. Only graduate education in excess of 2 full years is qualifying to meet this requirement.

GS-12: To be qualified at the GS-12 level, must meet the following specialized experience:
Specialized Experience: One year of specialized experience equivalent to the GS-11 in the federal sector. This specialized experience is defined as: performing financial analysis and evaluation work requiring a comprehensive knowledge of the financial management structure, operations, and practices; analyzing financial transactions; providing advice on actions to take based on findings; applying in-depth knowledge of economics to conduct financial statement audits; analyzing issues and evidence in a case to determine data needed; and performing factual research on complex cases; providing advice to attorneys; presenting oral briefings and testimony. Assignments are complicated by problems that are new, unusual, or unprecedented and require in-depth analysis, development of suitable evaluation materials, and creative solutions to resolve.
