Project Controls Manager The candidate will report to the Director of Schedule and Cost Management. May be assigned to a portfolio of complex capital projects and organizational level tasks within the Project Controls Unit. Develop and maintain an excellent customer relationship with Directors and project managers supported. May be asked to supervise work of up to five project controls employees. Develop work breakdown structure. Develop, baseline, and review project schedule and cost from project inception to construction completion progressively adding cost and schedule details as the project develops. Provide trainings to project management teams. Review and reconcile schedule and cost between consultants, construction managers, contractors and DDC. Assist Project Managers in reviewing contractors detailed schedule and cost report submissions. Develop and maintain baselines. Prepare variance at completion analysis. Review change orders and maintain change order log. Conduct time impact analyses and develop recovery schedules. May also be asked to chair baseline approval and other project meetings.

Qualification and Experience

The candidate should have a baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, 2 years of which must have been in an administrative, managerial, executive or supervisory capacity; or a four year high school diploma or its educational equivalent and 9 years of experience as described above; 2 years of which must have been in an administrative, managerial, executive or supervisory capacity; OR education and/or experience equivalent to above. An accredited Master's degree in one of the disciplines described above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for 1 year of the required experience. Must have 2 years of the administrative, managerial, executive or supervisory experience as described above. Should preferably display knowledge of schedule management tools, e.g. Primavera P6 software, MS Project and cost management tools, e.g. Ares Prism, Ecosys; supervisory experience; and experience in public works projects. Certifications related to schedule management by PMI or AACEI preferred. 5 years of full-time experience in schedule and cost management is required.
