Institute regular performance reviews with actual pay raises. If people feel they are stagnant they aren't going to stick around. Get a better insurance broker.

Pros : You will gain good experience in all aspects of labor law. The work is generally pretty interesting. The pay is pretty good for a firm this size.
Cons : You get a very small cost of living salary increase every year that is not indexes to the real world economy. Supposedly merit raises exist but I've never seen them. The health insurance premiums are absurd.
