Management and Program Analyst, GS 9 The candidate will serve as the primary source of expertise in data collection, organizing, and presenting data to the Service's leadership. Utilize a variety of tools including but not limited to: VSSC reports, Pyramid, VISTA and Microsoft Office products on daily basis. Utilizes the trends in data as tools to identify and monitor performance over time and identify problem areas. Prioritizing, planning, and determining methods and action plans to accomplish assignments and project goals. Assists in the development of program objectives, operating procedures, templates, tools, and methods. Development and execution of curriculum to educate staff or helps to identify areas needing more education on trends and patterns. Prepares and presents evaluations/analysis, conclusions, and recommendations. Conduct assessments, create project timelines and evaluations of the Ambulatory care service. Develops long term goals and plans identifying requirements, potential complications, budget and space constraints. Serves as the subject matter expert to clinic teams/staff/leadership regarding clinic management data analysis, operations management. Works with DSS mapping, ensures that mapping is updated and current and reviews with the services ACOS /Administrative officer. Assists the staff with access such as: various computer menu keys, User Class Membership, PIV, coordinate initial Citrix request, ensure personal computers meet necessary criteria to operate with Remote Access. Travel is required.
Qualification and Experience
The candidate must have following qualifications. For GS-09 Level Specialized Experience: Must have 1+ year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized: Conducting studies, analyzing findings and making recommendations on program operations. Conducting detailed analyses of complex functions and work processes. Participating in special studies. Supporting the development and evaluation of policies and recommending actions to achieve program objectives and improvements. Directing the development of evaluation plans, procedures and methodologies. Conducting studies, analyzing and evaluating proposed changes. Using analytical techniques and statistics to access issues related to reporting processes, management programs and systems. Researching and investigating new or improved business and management practices to determine the impact on program operations. Advising management on recommended solutions to various problems. OR For GS-09 Level Education: Must have master's or equivalent graduate degree that demonstrates the knowledge, skills and abilities necessary to do the work, completed two full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work; or possess an LL.B. or J.D. in a related field that demonstrates the knowledge, skills and abilities necessary to do the work. OR For GS-09 Level Combination: Must have a combination of specialized experience and education beyond graduate level. For example: an equivalent combination of qualifying specialized experience and education would be less than one (1) year of specialized experience at the GS-07 level and at least one year of graduate level education above, and together they total to 100% of the requirement.
