Staff Attorney 2 The candidate shares responsibility with other legal and advocacy staff for providing information, technical assistance, outreach and training and representation in administrative and judicial proceedings to clients with disabilities. The Staff Attorney works under the direct supervision of the Mental Health Practice Group Associate Managing Attorney and in collaboration with other Disability Rights California attorneys and advocates in their legal, advocacy, and outreach efforts. Represent clients in negotiations, mediations, and judicial and administrative proceedings. Participate in impact litigation. Provide information and short-term assistance to Disability Rights California clients. Participate in public policy activities including to, the reviewing and drafting of legislation and regulations, participating on local and/or state-level stakeholder groups, and working on policy initiatives. Engage in community-based advocacy, outreach, and training to disability communities and organizations, particularly to underserved communities. Prepare training materials, publications, reports, and special projects. Provide technical assistance and substantive training to other Disability Rights California staff in areas of expertise. Other duties as assigned.
Qualification and Experience
The candidate should have Juris Doctor degree (JD) plus 3 or more years related experience and/or training. Must be a member of the California State Bar, or eligible to practice under the Registered Legal Services Attorney Program [admitted to practice in another state and eligible to practice in California for three (3) years; requires admittance to the California Bar within three (3) years.]. Experience working with people from multi-ethnic communities is desired. Experience working with and/or sensitivity to persons with disabilities and/or experience working with and/or sensitivity to persons from multi-ethnic communities is preferred. Life experience as a person with a disability OR direct experience as a caregiver of a family member with a disability is desired. Knowledge of laws, rights, and services as they pertain to people with disabilities, and/or direct representation of people with disabilities is preferred. Ability: Demonstrated ability to represent clients in administrative and/or judicial proceedings and to take a leadership role in case planning. Ability to conduct factual and legal research and analyze pertinent legal authority. Ability to write succinctly and persuasively. Ability to analyze complex problems and develop creative solutions. The ability to work independently with appropriate supervision. Able to communicate fluently and write effectively in Spanish or an Asian language; or able to communicate using American Sign Language. Ability to travel for activities such as out-of-town meetings, court appearances or hearings, trainings, or outreach activities up to 25% of the time. Must be able to transport oneself to work-related activities and meetings to collaborate with team/office members. Ability to participate in stakeholder meetings with government officials/offices. Ability to provide legal advice and represent individuals in litigation. Ability to lead individual litigation. Ability to influence public policy. Ability to explore factors in any situation for the purpose of determining the array of best possible solutions. Incorporates facts, impact on others, and communication strategy into problem solving methodology. Ability to take proactive steps to reach out to clients, community partners, facilities and/or community agencies in more direct, relevant, and personal ways. Addresses issues in an open, constructive, professional manner, and persuades others to approach issues in the same manner. Seeks to resolve confrontations and disagreements constructively.
