Senior Level Contracts Specialist Responsibilities: Will perform day to day Contract Administration of various contracts (CPFF, FFP, CPIF, BPA). Will have a thorough understanding of contract terms and conditions. Will interface with internal and external personnel regarding contracts. Will develop pricing for proposals. Will provide support regarding the interpretation of and guidance to account management. Will assist with the preparation of contract amendments and modifications. Will prepare and negotiate NDAs, Teaming Agreements, Subcontract Agreements, Consulting Agreements, Organizational Conflict of Interest Certifications and other contractual correspondence. Will assist in preparation and timely submission of all Contract Data Requirements List items to ensure compliance. Will provide assistance in the preparation, review and negotiation of requirements. Will assist in coordinating the review/analysis of prime contractor proposals and provide consolidated positions to Government personnel. Will review proposed contract actions with regard to applicable policy, regulation, and laws. Will provide recommendations to senior staff regarding contract issues and alternative acquisition strategies. Will prepare for and complete all audits of the contracts department, to include GSA, DCMA, DCAA. Will prepare and develop contract requirement packages (CRP); to include preparation and assistance with the development of the Statement of Work, Justification and Approvals, Contract Data Requirement Lists, and other pertinent documents required for the CRP. Will need a thorough understanding of how GSA eoffer/ebuy reporting is done and reported.
Qualification and Experience
Qualifications: Must have experience administering IDIQs. Relative contract experience includes, but is not limited to, proven communication skills, both verbal and written, in order to effectively communicate with teammates and subcontractors; and drafting and submitting data calls. BS in contracts, business or related field. 15+ years of experience in contracting, subcontracting, and pricing/costing. Proven experience with Task Order processes for BPAs, such as AMCOM Express, MiDAESS, AEC OMNIBUS, GSA Schedules, and SeaPort-e. Must have a thorough knowledge of Federal Acquisition Regulations, DFARS, Contracts/Subcontracts terminology and business practices. Must have experience pricing proposals. Must have experience administering various contract types (Cost Plus Fixed Fee, Cost Plus Incentive Fee, Firm Fixed Price). Must have strong skills and depth of experience in the development of an array of alternative solutions for program management challenges relating to cost, schedule, production, fielding and sustainment. Must have the ability to work in a teaming environment and have the personality to interface with numerous Government and contractor personnel in rapid paced environment. Must have thorough knowledge of MS Office suite of products. Must have in-depth organizational skills with the ability to recognize inefficient processes and recommend potential solutions. Working knowledge of Access Databases and SharePoint Lists a plus. Legal/paralegal experience a plus. Experience with Deltek GCS Premier and/or Costpoint a plus.
