Chief Assistant Attorney General Duties: Under the administrative direction of the Chief Deputy to the Attorney General, and administrative and legal direction of the Attorney General, plans, organizes, and directs the staff and work of the newly established Division of Medi-Cal Fraud and Elder Abuse (DMFEA). Responsible for directing and coordinating the DMFEA’s statewide MFCU legal work, including complex litigation, regarding the investigation and prosecution of Medi-Cal fraud and elder abuse or neglect of elders and dependent adults in care facilities in California. Responsible for meeting federal Performance Standards in its funded mission under the oversight of the U.S. Office of Inspector General (OIG) for Health and Human Services, and will develop policies to ensure ongoing compliance with all federal rules and regulations. Will direct daily operational activities, advocate solutions and positions, and implement new programs and systems within the DMFEA to prevent the abuse of state and federal funds designated to provide health care for eligible persons. Assists the Attorney General, Chief Deputy to the Attorney General, and other state officials and agency heads on matters of state and federal Medicaid laws and policies, and may act for the Attorney General, as assigned, in meetings with legislators, department heads, court officials and others. Supervises the preparation and implementation of a large budget, and will present budget matters in front of the Legislature and state and federal agencies. CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies. CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies. CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Qualification and Experience

Qualifications:
Must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities: Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department's equal employment opportunity objectives; and a manager's role in the equal employment opportunity program. Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures, and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the department's equal employment opportunity objectives.

Desirable Qualifications
1. Demonstrated ability to direct civil and criminal legal work, including litigation, in large legal programs in various areas of Medi-Cal fraud and elder abuse.
2. Demonstrated ability to manage and direct the work of a large multidisciplinary legal division comprised of attorneys and other professionals.
3. Demonstrated ability to provide assistance and advice to the Attorney General and Chief Deputy to the Attorney General, as well as Chief Assistants and Senior Assistant Attorneys General, on policy development, and to direct the implementation of such policies in relation to Medi-Cal fraud and elder abuse.
4. Strong communication and interpersonal skills with a demonstrated ability to interact with multi-disciplinary professionals (e.g., federal oversight agency, legislators, department heads, court officials, and others) and maintain good relations with the public, the press, and various civic organizations.
5. Demonstrated ability to prepare and manage a large program budget.
6. Broad and extensive experience in the practice of Medi-Cal fraud investigation and prosecution.
