Deputy General Counsel Duties: Working with the General Counsel, Executive Director and Leadership Team, will oversee the Center’s Compliance and Risk Management Program, functioning as an independent and objective coordinator that reviews and evaluates compliance issues and concerns within the organization, identifying any potential gaps and working with staff to ensure resolution. Will provide comprehensive day-to-day legal counsel on a variety of general management, programmatic and contractual issues. Ensures the Board of Directors, management, employees and programs are in compliance with applicable laws, rules and regulations of regulatory agencies and contractual obligations and that the Center’s policies and procedures are being followed. For legal department budget and personnel management, reports to the General Counsel. . Partner with the Leadership Team in Program management and development, including creating and maintaining policies, procedures and programs related to compliance and risk management . Develop, initiate, maintain, revise and train staff on policies and procedures for the general operation of the Compliance & Risk Management Program and its related activities to prevent illegal, unethical, or improper conduct. Partner with the General Counsel and external counsel, the Leadership Team and program staff to ensure real-time, reliable communication on progress against compliance goals. Integrate adopted compliance policies and procedures into ongoing workflow and board reporting. Supervise and project manage the Center’s key compliance processes, with particular focus on new programs and government contracts. Manage day-to-day operation of the Legal Department, to include ownership of the legal, compliance & risk management, procurement, lobbying and contract and grant oversight functions. Collaborate with other departments to direct compliance issues to appropriate existing channels for investigation and resolution. Consult with General Counsel as needed to resolve difficult legal and programmatic issues. Document, maintain and update key processes, procedures, checklists and forms. Liaise with Leadership Team and program staff to ensure comprehensive compliance with all grant and program contracts. Respond to alleged violations of rules, regulations, policies and procedures by evaluating or recommending the initiation of investigative procedures. Develop and oversee a system for uniform handling of such violations. Act as an independent review and evaluation body to ensure that performance and compliance issues/concerns within the organization are being appropriately evaluated, investigated and resolved. Monitor, and as necessary, coordinate compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends. Identify potential areas of operational and compliance vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues, and provide general guidance on how to avoid or deal with similar situations in the future. Provide reports on a regular basis, and as directed or requested, to keep the Board of Directors and Leadership Team informed of the operation and progress of compliance efforts. Ensure proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required. Institute and maintain an effective compliance communication program for the organization, including promoting understanding of new and existing compliance issues and related policies and procedures. Work with the Director of Human Resources and Administration and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers. Monitor the performance of the Compliance Program and related activities on a continuing basis, taking appropriate steps to improve its effectiveness. Other duties as required.

Qualification and Experience

Qualifications: Bachelor’s degree required, JD or Master’s degree encouraged. 7-10 years' experience in a nonprofit or public sector. Experience working with government-funded or other restricted grants, especially federal funding. Interest in being involved in all parts of the job at a granular level. Proven track record of successfully managing multiple projects, meeting deadlines and solving problems in a collaborative manner. Exceptional judgment, creativity and resourcefulness.
