ProfileSourcing and Procurement Manager The candidate will develop, implement and lead company's sourcing and procurement to successfully execute all enabling activities including vendor selection, contracting, risk, governance, communications, and legal matters as they arise. Will effectively manage vendors through an understanding of risks created by sourcing and vendor relationships; perform a thorough and diligent selection of available vendors; lead strategic and favorable negotiations; and perform ongoing monitoring of vendor performance against business and contractual requirements. Through strategic leadership and by driving continuous improvement of the overall sourcing and procurement life cycle, design and implement leading practices to reduce spend, reduce risk, and increase process efficiency and effectiveness. Create the support mechanisms to aide internal business partners and strategic relationships. Report to EVP of Enterprise Risk Management. Develop and implement an overall sourcing and procurement management strategy, then design and develop the target operating model to deliver on the approved strategy. Assess company's current sourcing and procurement activities/processes and the organizational readiness for change. Develop and maintain all needed policies and procedures training the organization on them as needed. Analyze systems and applications currently leveraged in the sourcing and procurement process and identify streamlining opportunities along with areas where further exploitation of untapped functionality exists. Understand applicable industry, sector or regulatory environment, including data privacy laws and regulations. Develop the strategic plan to be scalable and implemented at a pace company can adapt to. Work with executive leadership to design, develop, and implement communications strategy that supports organizational change and adoption of the sourcing and procurement policies, procedures, and strategies. Provide procurement leadership and accept accountability for all aspects of the sourcing process, including: project identification and start up, data collection and analysis, option development and recommendation preparation, implementation and supplier management; leadership to the sourcing and procurement team, including performance coaching and developmental opportunities to build strong, qualified subject matter experts knowledgeable of industry and discipline leading practices to meet the leadership expectations for keeping pace in a fluid and dynamic business and operating environment; introduce company teams to industry leading practices that strengthens the organizations sourcing and procurement acumen; develop and work to train vendor partner owners on key risk concerns and also how to develop and deploy risk rating to company vendors using a defined and agreed to methodology. For technology service providers, coordinate with BTS so that ratings are consistent. Review vendor files for completeness and work with business units to update accordingly. Survey outcomes after each major negotiation to ensure all goals were met. Identify changes needed to ensure optimal interactions at all times. Lead material or critical negotiations with key suppliers, contractors and partners. Work closely with key stakeholder teams; e.g., Legal, Enterprise Risk, Operations, Business Technology Services and Compliance. Manage the contracting process. Lead the review, redlining and editing of contracts, master agreement, SLAs, etc. to address the organization's contract requirements such as security, privacy, liability, and data management requirements as well as meeting regulatory needs. Facilitate all pre-contract executive and control partner reviews including information security, physical and virtual. Develop and maintain contract authoring process, change orders, maintenance, rationalization, and interpretation activities. Lead the third party approval and escalation process including investigations, tracking, and resolution of problems as they occur and develop sustainable solutions. Work directly with vendor partners to obtain timely and meaningful arbitration and resolution results to contract clause requirements or performance issues. Understand and implement corporate sourcing, vendor and procurement management requirements to support business units in their vendor management needs. Identify and implement new opportunities for continuous improvement, cost savings, cost avoidance and track progress towards these objectives. Prepare and presents business cases, calculate accurate return on investment models, and author change management programs to stakeholders and senior leadership related to new sourcing practices. Implement and measures cost savings, reduction, avoidance, supplier management and risk mitigation programs and strategies. Continually refine these programs to deliver optimal results for the company. Produce a monthly sourcing and procurement dashboard to identify and manage risk exposure to be reported up to the EVP ERM and senior leadership. Identify risks in processes proactively, departments and vendors to assist with developing and implementing controls to mitigate the risks through deployment of metrics and other tools. Sponsor, create and drive the establishment, coordination and execution of formal Procurement Council Meetings and provide appropriate reports/presentations for delivery to senior leadership. Draft, govern, enforce and monitor compliance with relevant policy - e.g. invoice and financial reconciliations. Manage the vendor contract database keeping it accurate, clean and updated. Actively participate and support company's best interest in all vendor management audits and exams. Operate within company's guidelines pursuant to the Employee Handbook and all Policies and Procedures. Perform additional duties as requested by Supervisor and/or Management.
Qualification and Experience
The candidate should have a Bachelor's or Master's degree in Accounting, Finance, Business Management, or strong and correlated equivalent work experience in aspects of sourcing and procurement methodologies or vendor legal issues. Paralegal background is preferred. Must have 12+ years of sourcing, procurement and vendor/contract management experience (8-10 years of related or expanding management experience). Preferred association membership with and/or certifications in a few of these areas: Lean Six Sigma; CPM or CPIM Certification; Change Management/Leadership; Quality; and Project Management. Should have practical and demonstrated knowledge in all phases of sourcing, procurement, contract management.
