Data Governance Officer Duties: Serve in a leadership role for Data Governance activities in the central Data Governance team. Assist in creating, implementing and maintain Data Governance Board policies and procedures to enable the compliant and ethical execution of the Data Governance strategy. Actively contribute in the development of data strategy, articulate value proposition and monetization of strategy. In collaboration with stakeholders across the organization, identify and document enterprise wide data needs, and facilitate action plans to satisfy those needs. Work with leadership to identify Data Stewards across the organization to develop and maintain data standards and quality thresholds. Collaborate with various internal and external stakeholders to ensure policies and practices comply with applicable domestic and international data privacy laws and regulations including HIPAA, EU General Data Protection Directive/Regulation, EU-US Privacy Shield. Formalize the accountability for the consistent management of definition, production and usage of data assets and future acquisitions. Spearhead the enterprise wide inventory and categorization of data and permitted uses. Continuously assess current inventory of data assets and make recommendations to maximize benefits and compliant secondary uses. Build relationships with other internal/external key stakeholders to gain buy in and support for Data Governance initiatives. Work in collaboration with a wide variety of stakeholders to drive innovative solutions to complex privacy and Data Governance challenges. Contribute to the enterprise wide communication and training of Data Governance Board initiatives and principles. Create and maintain scorecards or dashboards to objectively demonstrate progress and business benefits of Data Governance initiatives. Work with cross functional data owners and stewards to document business process flows, including data mapping. Identify training needs for data stewards, owners and other supporting roles and create and implement training programs. Evaluate data gathered from clients or other sources and determine allowable scope of use based on contractual terms, regulatory requirements, and corporate policies. Facilitate and lead data quality reviews and audits. Assist in creating de-identification plans and procedures and the implementation of data de-identification using software tools.

Qualification and Experience

Qualifications: Certification in Data Governance preferred (ARMA International, Data Management Association International, Information Systems Audit and Control Association or equivalent). 5+ years' work experience in a Healthcare, Insurance, Life sciences pharmaceutical or Financial Services Industry. 1+ years' work experience in a SW development company preferably in the Cloud and Mobile platform industry segment. Preferred: B.S. in computer engineering or JD Degree. 7+ years' work experience in a Healthcare, Insurance, Life sciences pharmaceutical or Financial Services Industry. 2+ years' work experience in a SW development company preferably in the Cloud and Mobile platform industry segment. Data Governance or Privacy certifications. Master’s Degree. Deep understanding and experience with Data Governance and related principles (Policies/standards, privacy/security, lifecycle management, data architecture/integration, data analytics, data warehouses/business intelligence, de-identification). Knowledge of reporting (Cognos, Qlick View, etc.) and deidentfication tools and methodologies. Experience with Infosphere or similar extract, transform and load (ETL) tools. Demonstrated ability to apply Data Governance principles to a diverse and complex organization to deliver quality and timely results. Proven ability to lead complex projects, working with professionals with a variety of skills and backgrounds. Demonstrated organization, facilitation, communication, and presentation skills. Expert ability to persuasively advocate a position and build momentum for change and action. Maintains current knowledge of applicable federal and state privacy laws and accreditation standards, and monitors advancements in information privacy technologies to ensure organizational adaptation and compliance. Knowledge of System and Software Development Processes and Lifecycles. Expert Microsoft Office skills.
