Contract Specialist - GS 7 – 11 The candidate assists the requiring activities by serving as a member of acquisition planning teams. Aids requiring activities in performing market research, reviewing specifications and statements of work, and approving acquisition milestone plans. Ensures that specifications and statements of work are prepared in a manner which adequately describes the Government's requirements without restricting competition. Advises technical personnel as to inadequate, ambiguous or vague specifications to avoid Government liability. Performs a complete review of recommended sole-source requirements and conducts necessary market analysis to test the noncompetitive assumptions of requisitions. Recommends the appropriate method of procurement i.e. simplified acquisition procedures, sealed-bidding, negotiations. Advertises all applicable requirements and prepares the solicitation document using agency contract writing systems for issuance, ensuring regulatory and legal sufficiency, and promoting maximum competition. Conducts public bid openings, reviews bids and determines responsiveness and responsibility of low bidder in accordance with applicable regulatory requirements when using sealed bidding. Conducts cost and/or price analysis of offerers' proposals, and considers all information in developing an overall pricing negotiation strategy. Serves as contract administrator on awarded contracts. Resolves problems of delivery, production, quality, inspection, and other pertinent matters. Administers payment provisions of the contract for partial payments, progress and final payments. Utilizes electronic systems for contract writing (i.e. Electronic Contract Management System (eCMS)), contract management, contract reporting (i.e. Federal Procurement Data System (FPDS)), financial management (i.e. Integrated Funds Control, Accounting, and Procurement (IFCAP)), in accordance with Agency policies. Performs other duties as assigned. Travel Required.
Qualification and Experience
The candidate should have following qualifications: The candidate who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS 07 position must have served 52 weeks at the GS 05 level. Basic Requirements for GS-5 through GS-12: A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. The candidate who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. Grade Specific Qualification Requirements: GS 07: Must have 1 year of specialized experience equivalent to at least the next lower grade (GS 05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preparing contract documents using agency electronic contract writing systems to ensure contractual documents can be accurately tracked. Resolving conflicts and problems with customers to maintain constructive and appropriate customer relations. Assisting customers with development of work statements and other documents required to meet their acquisition service needs. Addressing contract performance through written correspondence to ensure compliance with contract. Assisting in conducting debriefings with unsuccessful offers as requested in accordance with federal regulations. OR 1 full academic year of graduate education or law school or a Bachelor's degree with Superior Academic Achievement. OR A combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-07. GS 09: Must have 1 year of specialized experience equivalent to at least the next lower grade (GS 07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include to: Conducting acquisition planning to develop acquisition strategies. Preparing solicitation proposals to ensure adequate competition. Evaluating bids and proposals in order to obtain fair and reasonable price for the organization. Performing market research for acquisitions to determine acquisition strategy. Conducting negotiations for competitive and noncompetitive procurements to obtain the best value. Conducting pre-award and post-award conferences, with customers to resolve and clarify contract discrepancies. Assisting in resolving protest, mistakes in bids and coordinates with small business administration for certificates of competencies to ensure contractual actions are in compliance with federal regulations. OR 2 full academic years of progressively higher level graduate education or Masters or equivalent graduate degree or LL.B. or J.D. OR A combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-9. GS 11: Must have 1 year of specialized experience equivalent to at least the next lower grade (GS 09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Recommending the appropriate contract type or contract method for the product or service being procured. Preparing to procure products or services to meet customer needs. Interpreting and apply laws, regulations, policies, standards, or procedures to address acquisition issues. Negotiating with vendors to acquire products or services or to address technical requirements, cost/pricing, or other terms and conditions. Establishing and monitoring acquisition milestones to ensure progress toward award. Serving as contract administrator on awarded contracts. OR 3 full academic years of progressively higher level graduate education or Ph.D or equivalent doctoral degree. OR A combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-11. Graduate Experience: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Should have knowledge of contracting laws and policies including, techniques of contracting operations, procedures od departments contracting requirements, and familiarity with the practices of business and industry sufficient to assist requiring activities in performing market research, reviewing specifications and statements of work, and approving milestone acquisition plans. Ability: Ability to interpret and apply federal procurement regulations, policies, and procedures to complex and often obscure contracting situations. Ability to meet deadlines and deal with rapidly changing situations. Ability to communicate, both orally and in writing, to develop, solicit, award, and administer contracts, to present ideas, data, and recommendations effectively.
