Qualification and Experience
Specialized experience for GS-11: Must have 1+ year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: interpreting civilian human resources (HR) laws to advise management on recruitment methods and strategies; analyzing solutions to resolve complex civilian human resources problems/issues; Utilizing civilian human resources automated systems to create quality human resources products such as: job analysis, vacancy announcements, referral lists, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09)
Education: Should have Ph.D. or equivalent graduate degree or three full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: interpreting civilian human resources (HR) laws to provide expert advisory services on complex recruitment/staffing functions; analyzing and recommending solutions to complex civilian human resources problems/issues; analyzing data from civilian human resources automated systems; reconciling discrepancies with civilian personnel processes; conducting detailed analyses of complex civilian HR functions within serviced organizations.
