Contract Specialist, GS 9 - 11 The candidate: Plans acquisitions for standard or specialized services, commodities and/or construction contracts where specifications are standardized within established competitive markets, and where price competition exist. Develops solicitations, evaluates responses, and makes award recommendations. Monitors contract performance and performs contract administration. Traveling is required.

Qualification and Experience

The candidate must have the following qualifications: A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.


For GS-09: 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.

For GS 11: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree

Specialized experience: Must have at least one (1) year of specialized experience equivalent to the next to lower grade GS-07 or equivalent in the Federal Service. Specialized experience must include experience in preaward and postaward function when they are well-decedented and well-precedented, using common contracting methods and contract types, to procure standard or specialized services,commodities, and/or construction through formal advertising and negotiation procedures using primarily firm fixed-price contracts. To provide business advice to the customer. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.
