Purchasing/Subcontracts Agent
Responsibilities: Strategic sourcing and procurement of direct/indirect goods and services. Evaluating and improving sourcing activities, analyzing current suppliers and cost. For major categories, complete formal market analysis to investigate market behaviors, trends and influences on the category requirement. Identify the best contract approach, pricing model, and category management governance. Leading RFI’s, RFP’s, RFQs, RFS’s, supplier/source selection, negotiation and awarding best value. Partnering with others to evaluate current need, forecast product and services demands for assigned contracts. Implementing procedures to continuously evaluate suppliers, costs and deliverability. Administering and leading all sourcing documentation and reports. Administering and leading post-award supplier management/administration, including SRM, continuous improvement / transformation /innovation as required.

Qualification and Experience

Qualifications:
Required, Level 2: Typically, 4+ years of relevant experience with Bachelor’s Degree; 2+ years of relevant experience with Master’s Degree. Technical leadership and contractual competencies to form strategies to construct and execute contractual activities utilizing various contracting types that are developed based on the need of each organization.. Ability to partner with key customers on a wide variety of Supply Chain & Strategic Sourcing requirements, provide strategic guidance, lead contracting efforts and integrate contracting strategies into source selection, negotiation, contracting, and post-award contract administration . Strong communication skills. Strong negotiation and proposal skills. Demonstrated understanding and execution of the entire procurement cycle. Experience with different contracting vehicles such as T&M, Cost Type, FFP etc.. Strategic/Critical thinking and higher level of execution. Strong financial acumen and analytical skills. Strategic sourcing experience with complex, high value service agreements and/or outsourced contracts, that include penalties and incentives. Experience establishing/developing appropriately scaled SRM framework. Degree in Business Administration or related field. Ability to establish and maintain effective working relationships with all levels of corporate staff, management and customers. Must be detail oriented. Demonstrated ability to meet schedules. Ability to handle multiple priorities at one time. Effective interpersonal skills. Demonstrated flexibility to adapt and effectively respond to changing priorities. Strong written and oral communication skills.

Required, Level 3: Typically, 6+ years of relevant experience with Bachelor’s Degree; 4+ years of relevant experience with Master’s Degree; 2+ years of relevant experience with PhD or JD.
