Attorney II The candidate will analyze law and procedures in court proceedings, and provide oral and written legal advice to judicial officers, court staff and other judicial branch entities on compliance with legislative, statutory, regulatory, and case law developments in Child Support/AB 1058 proceedings. Will analyze current changes in Child Support/AB 1058 legislation, policy, state and federal regulation, case law and court procedures. Serve as staff legal subject matter expert on CJER advisory committees related to child support and family law education for judicial officers. Conduct legal analysis of changes in legislative, statutory, regulatory, and case law developments in Child Support/AB 1058 proceedings to inform the AB 1058 Judicial Officer Bench Guides and other resource guides. Create legal content and provide direct legal education and technical assistance to judicial officers and court staff including family law facilitators on compliance with statutes and federal and state regulation related to Child Support/AB 1058 proceedings. Develop legal content for on-line training modules including mandatory commissioner training in AB 1058/child support. Develop legal curriculum and deliver education for annual four-day statewide child support training conference for commissioners and family law facilitators and court clerks to fulfill statutory training requirements. Serve as legal counsel to Family and Juvenile Law Advisory Committee on Child Support/AB 1058 issues, representing the Child Support/AB 1058 program to state and federal governmental entities including the California Department of Child Support Services. Analyze current legislation to aid the committee in determining appropriate/recommended changes to rules, forms, and standards for family and juvenile cases. Draft memorandum and reports for consideration by the Family and Juvenile Law Advisory Committee and the Judicial Council. This includes writing a memorandum entitled “Invitation to Comment”, which announces the proposal to the public and aims to garner public feedback; and writing a “Report to the Judicial Council”, which includes the Family and Juvenile Law Advisory Committee’s recommendation with respect to the proposal. Coordinate with lead local child support agency attorneys and other attorney stakeholders to determine business needs for changing or implementing rules and forms. Coordinate legal aspects of the legislatively mandated Child Support Guideline Study and the Child Support Calculator programs. Must have Juris Doctor, and 4 years of relevant post-bar legal experience as a practicing attorney. Must have Current active membership with the State Bar of California. Should have knowledge of Applicable federal, state, and local laws, codes, regulations, and/or ordinances; Substantive and procedural principles of California and federal statutory and case law; Principles and methods of legal research and analysis; Methods of electronic legal research; Principles and methods of legal writing; Rules of evidence and conduct of proceedings in California courts; Principles of constitutional, statutory, and case law; Principles and practice of California law and procedures in specific subject matter areas such as appellate, civil, criminal, family, juvenile, probate, and traffic, as assigned; Principles and practices of California and federal employment and labor law, as assigned; Principles and practices of California real property law, as assigned; Principles and practices of California public finance and construction, as assigned; Principles and practice of court administration, as assigned; California and federal legislative process, as assigned; Principles and methods of litigation management, as assigned; Applicable work rules and policies; and Applicable business equipment and desktop applications.
