CPA - Attorney III - IV Duties: Attorney III: Performs moderately complex (journey-level) legal work on procurement, contract and contract related matters. Advises on solicitation, evaluation, negotiation, and award of contracts. Interprets law, regulations, agency rules, and agency policy pertaining to procurement. Reviews and drafts solicitations and contracts. Assists with other legal matters at the agency as assigned. Works under general supervision with moderate latitude for the use of initiative and independent judgement. Attorney IV: Performs highly complex (senior-level) legal work on procurement, contract, and related matters. Advises on solicitation, evaluation, negotiation, and award of contracts. Interprets law, regulations, agency rules, and agency policy pertaining to procurement. Reviews and drafts solicitations and contracts. Assists with other legal matters at the agency as assigned. Works under limited supervision with considerable latitude for the use of initiative and independent judgement.

Qualification and Experience

The candidate provides legal counsel to Statewide Procurement Division (SPD) and executive management on statewide solicitations, contracts, procurements, and related matters. Drafts solicitation and contract documents; reviews proposals; provides legal counsel during the contract evaluation process; negotiates and finalizes contracts; and assists in other procurement-related matters. Presents briefings or trainings on legal and procedural issues to evaluation committees and other agency staff. Presents information to vendors, contractors, and others on the agency’s solicitation and contracting requirements and best practices. Researches statutes, legislation, rules, opinions, and other sources of legal authority on procurements, contracts, and related matters. Writes legal memoranda to assist agency managers and staff. Performs other related work as assigned.

Qualifications:
Education: Attorney III-IV: Should have graduation from an accredited law school with a LL.B or J.D. degree.

Experience:
Attorney III: Must have 2+ years of experience as a practicing attorney.

Attorney IV: Must have 3+ years of experience as a practicing attorney.

Preferred Experience: Attorney III-IV: Should preferably have experience in government procurement, drafting contracts, or negotiating contracts.

Licenses/Certifications: Attorney III-IV: Must possess an active license in good standing to practice law in the State of Texas or able to immediately activate license through Texas State Bar upon request.
