IDIQ Contracts Manager The candidate will be supporting business development activities and supporting IDIQ proposal efforts across the Global Mission Services business unit. Will be participating in proposal development with special emphasis on reviewing contract terms and risks, contributing to pricing strategy, and assisting the capture and proposal managers develop mitigation strategies for proposal submittals. Leading and/or supporting contract and subcontract negotiation, contract administration, and customer contact activities on new business opportunities. Performing day-to-day contract and subcontract administration functions in support of assigned IDIQ contracts and associated task orders. Serving as the primary point of contact for both internal and external customers on all contractual matters throughout the proposal process. Acting as a subject-matter expert regarding solicitation requirements, customer specifications, and analyzing and interpreting federal government regulations including FAR, DFARS and other agency supplements. Negotiating nondisclosure agreements, proprietary information exchange agreements, teaming agreements, and other contracts activities supporting business development. Ensuring compliance with solicitation provisions and clauses and company policies and procedures throughout the proposal process. Maintaining proposal and contract documents in accordance with applicable laws, regulations, and company policies. Supporting data collection and reporting for contract proposal support activities. Performing other duties and special projects as required.
Qualification and Experience
The candidate must have Bachelor's degree and 5+ years contract and subcontracts administration experience. Should preferably have Advanced degree (MA, MBA, JD, etc.). should preferably have CFCM Certification. Must have 3 yearsâ€™ providing contract support for business development/capture activity for a contractor supporting the Department of Defense or Department of State. Experience negotiating contracts with United States government is required. Must have expertise in FAR and DFARS. Experience with varying contract types: fixed-price, cost-reimbursable, time and material and incentive type contracts is required. Advanced writing skills and demonstrated experience drafting contract documents is required.
