Export Control Officer
The candidate will coordinate and support existing export compliance activities across the Hospital regarding federal and state laws and regulations, accreditation and certification requirements, and other applicable standards. Achieve export compliance objectives by working with a variety of Hospital depts and offices (e.g., Research Admin, Research Finance, Research Operations, Office of Sponsored Programs (“OSP”), Clinical Trials Business Office (“CTBO”), Technology and Innovation Development Office (“TIDO”), Institutional Review Board (“IRB”), Institutional Animal Care and Use Committee (“IACUC”), Animal Resources at Children’s Hospital (“ARCH”), Supply Chain Management, Global Services Office, Information Services Dept (“ISD”), Research Compliance, Conflict of Interest (“COI”), Privacy, etc.). Work and coordinate, with counterparts at other Harvard Medical School-affiliated institutions and outside research sites. Chair export control committees, including the Export Control Working Group consisting of representatives from various stakeholder departments; participate as a formal member of the Dual Use Research of Concern (“DURC”) subcommittee; and any ad hoc committees. Develop, implement, maintain, and oversee policies and procedures regarding compliance with federal and state laws and regulations associated with export controls. Identify export compliance requirements of enterprise-wide research activities and determines applicability of the Fundamental Research Exclusion. Manage centralized protocols and procedures around all restricted party screening (RPS), international shipping and travel. Provides guidance on laws and regulations pertaining to export control activities, collaborations, material transfers, controlled technologies, or other transactions with certain countries, industries, entities, or individuals that have been debarred, sanctioned, or restricted by government agencies including OFAC. Collaborate with key stakeholders to enhance protocols and procedures for vetting international visitors to BCH, including associated personnel with remote access to data, information systems, controlled technologies, or other materials. A Bachelor’s degree in health policy, research or business admin or a related field required and 1-2 years’ experience in an administrative support role and/or projects-related role. A Master’s degree in Law, health or research admin is preferred. Export compliance professional certification or certification eligibility preferred. 5+ yrs experience in an export compliance position at an academic medical center, research-based university, and experience in technology or technical data classifications according to the federal regulations, and the submission and management of export and deemed export licenses required.
