Contract Specialist, GS 9 - 11 Duties : Plans the overall approach to meet contract program objectives for procuring a variety of complex, non-standard high visibility politically sensitive requirements including, complex construction, supplies, and/or services which may include several functional areas within an organizational component or in a geographical area. Performs in depth research of procedures, policy, and regulations, and develops guidance material for managers and customers. Performs all work related to the pre-award process, contract administration, contract close out, and/or termination. Determines the correct method of acquisition and implements the appropriate process application. Prepares written requests for proposal or requests for quotes, publicizes requirements, and issues the solicitation document. Coordinates post award conferences to ensure understanding of contractual requirements, and evaluates and monitors contractual performance. Ensures compliance with contract requirements and initiates appropriate remedial action. Negotiates, prepares and issues contract modifications, and resolves issues that develop after contract award. Provides advice to management, contract specialists, and other functional areas in the application of acquisition rules and requirements, including the use of innovative or non-standard contracting methods. Uses desk-top computer systems and automated acquisition software to create contract documentation and correspondence. Uses acquisition systems such as Interior Department FBMS, PRISM to develop and document contracts. Creates spreadsheets to examine and evaluate contractors' prospective cost estimates or price proposals and to perform in-depth price/cost analysis. Negotiates acquisitions; clarifies specifications; explains contract terms and conditions, and resolves differences; advises on controversial contractual positions about which there are conflicting options or interests; expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations, including preparing and presenting training workshops; and listens to others, attends to nonverbal cues, and responds appropriately.

Qualification and Experience

Qualification: Must possess the Basic Requirement and Specialized Experience or Education by close of the announcement.

Basic Requirements: Completion of a 4-year course of study leading to a bachelor's degree with a major in any field. OR Completion of at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR As of January 1, 2000, held a position in the Federal service in the GS-1102 Contracting series at one of the following grade levels: GS-5, GS-7, GS-9, GS-11 or GS-12 and continuously held this occupational series since January 1, 2000 to the present.

AND

Specialized Experience: For the GS-09, must possess 1+ year of specialized experience equivalent to the GS-07 level in the Federal service. Examples of qualifying specialized experience may include experience which demonstrated experience for the award, administration and closeout of standard contracts for supplies, services and construction. Must include hours per week worked.

OR

Education: Completion of 2 full academic years of progressively higher level graduate education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; or a Master's degree or equivalent graduate degree or LL.B. or J.D. OR Combination of education and experience as described above. To combine education and experience, divide your total months of qualifying experience by 12. Then divide semester hours of completed graduate education beyond 2 years by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Specialized Experience: For the GS-11, must possess 1+ year of specialized experience equivalent to the GS-09 level in the Federal service. Examples of qualifying specialized experience may include experience which demonstrated independent experience for the award, administration and closeout of standard contracts for supplies, services and construction.

OR

Education: Completion of 3 full academic years of progressively higher level graduate education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; or a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Combination of education and experience as described above. To combine education and experience, divide your total months of qualifying experience by 12. Then divide semester hours of completed graduate education beyond 2 years by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify.
